Serves as the Coastal Zone Consistency Project Manager within the Coastal Zone Consistency Section in the Charleston Office. Under limited supervision, you will perform policy-based reviews of coastal zone consistency requests, including professional drawings and analytical documents to ensure compliance with the Coastal Zone Management Program. You will also provide professional guidance and assistance to local governments, land developers, consultants, public officials and citizens.
Responsibilities:
- Conduct detailed desktop reviews of proposed coastal projects, federal actions, and certification applications to evaluate consistency with the South Carolina Coastal Management Program policies.
- Interpret and apply relevant federal and state coastal regulations, including the Coastal Zone Management Act (CZMA), to ensure compliant outcomes.
- Represent the interest of SCDES BCM by serving as a primary point of contact for consistency-related inquiries, providing guidance on coastal management policies and procedures.
- Utilize GIS tools and spatial data to analyze proposed projects within the eight (8) coastal counties of South Carolina.
- Contribute to the Coastal Zone Consistency Division through collaborative initiatives and engagement through team development.
- Promote outreach and awareness of the Coastal Zone Management Program policies and procedures.

Minimum and Additional Requirements

Minimum Requirements:
- A bachelor’s degree in the natural or physical sciences or a related scientific field; OR
- An associate degree in the natural or physical sciences or related technical field and at least one (1) year of environmental health or related experience; OR
- A high school diploma or GED and at least three (3) years of environmental health or related experience
Institutions of Higher Learning must be recognized by the council for Higher Education Accreditation.

Additional Requirements:- Must have excellent organizational and communication skills and the ability to effectively manage multiple ongoing projects.
- Must be able to make presentations in a group setting.
- Ability to communicate clearly and concisely in both an oral and written manner.
- Ability to work effectively in a team-oriented environment, encourage positive working relationships with coworkers, industry and government officials, and assist customers in a professional manner.
- Ability to work independently in a field environment in all reasonable weather conditions and access non-traditional work environments.
- Must maintain a professional personal appearance.
- Must be willing to participate in emergency preparedness and disaster relief/recovery in accordance with Department policy.
- Must possess a valid driver's license and ability to operate a state vehicle. Occasional field work and conducting site inspections is required and occasional overnight travel is necessary.
- Proficiency with Microsoft Office applications.
Preferred Qualifications
-
- Knowledge of the statutes, regulations, policies, and information sources related to the SC Coastal Management Program.
- Knowledge of the federal Coastal Zone Management Act.
- 3 or more years of experience in coastal zone management, environmental permitting, or regulatory compliance - preferably within South Carolina's coastal region or similar coastal programs.
- Experience with GIS platforms for spatial analysis.
- Strong analytical and decision-making skills with attention to detail and sound judgment.
