Job Description
Job Summary
The Engineering Project Manager is responsible for inspecting, planning, permitting, designing, construction management, and commissioning port facilities and infrastructure through self-performance and/or supervision of contractors, engineers, testing, and surveying consultants.
Essential Job Responsibilities
- Assists in developing the Capital Projects Plan, including budget and schedule.
- Management of assigned projects to include planning, budget estimating, design, construction, and project closeout.
- Coordinates with Operations, Facilities Maintenance, and other departments as necessary to develop and manage Engineering projects.
- Assists Environmental Manager with permits and approvals as required.
- Prepare project schedules and routinely advise of project status and schedule.
- Inspect existing facilities, systems, and structures for functional adequacy.
- Management of project cost, schedule, and budget, including explanation of deviations from estimates and project cost projections.
- Management and review of the preparation of project planning, design, construction drawings, specifications, and contract documents.
- Management of the contract procurement procedure including securing of bids, evaluation of bids, and selection and recommendation of successful bidder.
- Management of the project construction supervision team to ensure compliance with contract documents.
Additional Job Responsibilities
- Develops and maintains design standards.
- Schedules and conducts design reviews.
- Management of conceptual design development and order of magnitude estimates for proposed projects.
- Makes recommendations for improving operations and service levels on the terminals.
- Ensures that projects are designed and constructed following applicable building codes.
- Provides technical assistance to other departments as necessary.

Supervisory Responsibilities
Supervision of consulting engineers, surveying consulting firms, contractors, and construction inspection firms as required.
Qualifications
Minimum Qualifications
Education and Experience
- B.S. degree in engineering from an accredited engineering school.
- Seven (7) + years of engineering experience in maritime/structural/site/utility engineering design and project management.
- A valid South Carolina driver’s license is required to operate a Ports Authority-owned licensed motor vehicle.
Skills and Abilities
- Registration as a South Carolina Professional Engineer is required or the ability to obtain SC licensure in six months.
- High level of engineering skills in design and project management.
- Ability to serve as a technical resource for other engineers.
- Knowledge of conceptual planning and cost estimating for major projects.
- Excellent communication skills.
- Proven leader with demonstrated technical competence, practical experience, and successful project management of relevant scales.
- Basic AutoCAD and advanced Microsoft Office computer skills are required.
