SAIC is seeking a highly skilled and experienced Program Manager to lead the integration of C5ISR (Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance) racks for U.S. Navy surface ships.
This critical role involves managing the integration of C5ISR systems, overseeing Environmental Qualification Testing (EQT), and developing, preparing, and maintaining Technical Data Packages (TDPs) in support of the U.S. Navy.
The ideal candidate will possess a proven track record of managing high-visibility, technically complex programs, particularly within Navy surface ship modernization or similar environments. This person will be responsible for ensuring all program deliverables meet customer requirements while maintaining schedule, budget, and technical performance standards.
Key Responsibilities:
Program Leadership: Oversee the planning, execution, and delivery of program goals associated with C5ISR integration for U.S. Navy surface ships. Ensure all activities are aligned with contract requirements, program objectives, and customer needs.
C5ISR Rack Integration: Direct all aspects of rack integration, ensuring seamless functionality and adherence to Navy specifications. Collaborate with engineering, production, quality assurance, and logistics teams to deliver standardized and innovative solutions.
Environmental Qualification Testing (EQT): Plan, schedule, and oversee all EQT activities. Ensure all systems meet environmental, operational, and safety standards prior to installation or delivery.
Technical Data Package Management: Oversee the preparation, development, and continuous update of comprehensive Technical Data Packages (TDPs) in compliance with U.S. Navy standards.
Stakeholder Engagement: Serve as the primary point of contact for Navy stakeholders, addressing program updates, and any issues impacting project performance or deliverables.
Team Leadership: Lead cross-functional teams, fostering collaboration across engineering, production, logistics, and quality assurance functions. Drive a culture of accountability and excellence.
Audits and Reporting: Maintain accurate program records and ensure compliance with all government and customer audits, as well as company policies and procedures. Regularly report on program progress, challenges, and achievements to internal leadership and external stakeholders.
Continuous Improvement: Identify process improvement opportunities within the program to enhance efficiency and ensure the highest level of product quality standards.
Risk Management: Identify and manage risks associated with program execution. Proactively address challenges to minimize any impact on schedules, budgets, or performance.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelors and fifteen (15) years or more of related experience, with at least 5 years supporting U.S. Navy or Department of Defense (DoD) programs; Masters and thirteen (13) years or more experience, with at least 5 years supporting U.S. Navy or Department of Defense (DoD) programs.
- PMP Certification
- Strong organizational skills with a proven ability to manage complex schedules and budgets.
- Excellent verbal and written communication skills, including the ability to present to senior-level government officials.
- Proven experience in managing C5ISR rack integration for Navy surface ships and coordinating Environmental Qualification Testing (EQT).
- Demonstrated expertise in the development, management, and update of Technical Data Packages (TDPs)
- Strong familiarity with U.S. Navy acquisition processes, surface ship systems, and Navy technical standards.
- Leadership experience managing cross-functional teams and subcontractors.
- Must be a US Citizen with the ability to obtain and maintain a secret security clearance.
