Description
SAIC is seeking an experienced Program Management Director to lead the successful execution of a large Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on C5ISR (Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance) acquisition, engineering, and integration for critical Department of Defense (DoD) and Department of War Systems. This role will oversee the strategy, execution, and governance of a complex program supporting mission-critical systems that enable national security operations.
The ideal candidate will bring a blend of leadership acumen, technical expertise, business development skills, and program management experience in managing large, complex IDIQ contracts focused on engineering and integration activities for defense customers.
Key Responsibilities:
- Provide overarching program leadership across all task orders under the IDIQ vehicle, ensuring on-time and on-budget delivery while meeting all performance metrics and customer expectations.
- Serve as the primary point of contact for DoD stakeholders, ensuring exceptional communication and satisfaction of customer requirements.
- Lead a multidisciplinary team, including program managers, engineers, acquisition specialists, and integration experts, to deliver C5ISR solutions aligned with national defense priorities.
- Drive program success by emphasizing cost control, schedule adherence, and performance optimization across acquisition, engineering, and integration task areas.
- Lead efforts to identify and mitigate program risks, ensuring compliance with contractual, regulatory, security, and policy requirements.
- Implement and maintain program governance frameworks, ensuring allocation of resources and operational priorities are aligned with customer needs.
- Support efforts to capture and execute new task orders, working closely with business development and capture teams to propose and secure follow-on opportunities.
- Provide reporting and metrics to both internal SAIC leadership and customers on program performance, financials, risks, and opportunities.
- Champion a culture of accountability, technical excellence, and innovation, mentoring team members to foster growth and collaboration within the program.
- Monitor shifting defense priorities and emerging technologies, ensuring the program remains agile and responsive to future requirements.
Qualifications
Required Education and Experience:
- Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business with eighteen (18) years of program management experience supporting large defense programs, with at least 5 years managing complex IDIQ contracts.
- PMP, PgMP, or DAWIA Level III Program Management or Engineering certifications.
- Demonstrated experience in C5ISR acquisition, engineering, and integration, with a proven ability to support end-to-end delivery of mission-critical systems.
- Strong understanding of DoD procurement processes, regulations (e.g., FAR/DFARS), and program execution methodologies.
- Expertise in risk management, financial oversight, and earned value management principles.
- Exceptional communication skills and the ability to build relationships across senior customer leadership, technical stakeholders, and operational teams.
- Leadership experience managing large cross-functional technical teams.
- Previous experience managing contracts valued at $250M+ or multi-year efforts.
- Experience overseeing over 50 FTE’s.
Desired:
- Experience working on programs supporting COCOMs, Service branches, or other key DoD mission areas.
- Knowledge of emerging trends and technologies in C5ISR systems, including Artificial Intelligence, Cybersecurity, and advanced sensor systems.
- Strong proposal writing and business capture experience in defense contracting environments.
Travel:
- Non-routine. Up to 5% CONUS/OCONUS travel required, as needed for program oversight and engagement with SAIC and government stakeholders.
