Primary Function/General Purpose of Position

Under the general supervision of the Director of Grants and oversight of the Grants Management Council, the Grants Accountant serves as the financial manager for the centralized Office of Grants to ensure consistency and compliance with OMB Uniform Guidance requirements. This position is responsible for analyzing, monitoring and tracking grant fiscal compliance through the life of projects, pre- and post-award, and assuring adherence to grant requirements set by federal, state and local regulatory agencies as well as internal policy and procedures. Responsibilities include but are not limited to overseeing financial reporting to grantors; working with accounting and individual grant program staff to perform monthly reconciliations; prepare interim and year-end financial statements and schedules of federal and non-federal awards; and coordinating with internal and external auditors as part of periodic grants compliance testing and review.

Essential Job Functions

  • Maintain fund accounting for 35 to 40 grants and contracts from federal and non-federal sources at any given time. Coordinate with grant program managers and finance staffs to prepare monthly expenditures Authorization to Release Funds (ATR) and reconcile monthly grant expenses. Monitor program expenses, ensuring cost are allowable under award terms and conditions and allocations match journal entries.

  • Manage, monitor and evaluate the grants financial management system (FMS) process and performance, including procedures for financial award documentation with crosswalks to related finance and accounting software. Implement procedures to communicate, educate, and ensure compliance with internal accounting procedures and applicable grant regulations. Monitor and update specific regulatory grant administration policies and procedures in accordance with federal, state, and local requirements.

  • Oversee Single Audit financial reporting for federally sourced grants and contracts, working with accounting and grant programs staff to prepare interim reports, year-end Financial Statements and Schedule of Federal Expenditure of Award (SEFA). Coordinate with internal and external auditor as part of grants fiscal compliance testing and review.

  • Assist grant program managers in preparing budgetary and finance-related documents for applications, progress reports, and close-out reports. Items include line-item budgets, budget narratives and specific budget forms such as the SF-424 and SF-425.

  • Work with management accountants, decision support and individual programs to develop annual budget projections for the RSFH system budget.

  • Review grant contract documents with Grants Director and individual Program Managers for any special accounting and other fiscal requirements that may need special handling as each award is being negotiated.

  • Participate in training and education of RSFH staff on developing budgets for potential grant projects through internal workshops, seminars, and other compliance activities.

  • Continue professional education and training to ensure best practices through resources to include GPA and NGMA, webinars, workshops and other training opportunities.

Bachelor’s Degree (required).

Work Experience

Minimum 5 years’ experience in grants accounting, budget management, or related experience to include 3 years’ experience in federal grants/contracts financial management under OMB Uniform Guidance (2 CFR 200/45 CFR 75) regulations.

Experience in healthcare environment (preferred)

Training

Specific training and experience in Grants Accounting, Fund Accounting, or Grants Administration is required.

Working Conditions/Physical Requirements

Skills

Hard/Tech/Clinical Skills:

Knowledge of budgeting and accounting procedures for grants and contracts, grant budget administration, state and federal funding requirements, OMB Circulars and cost principles under the Uniform Grant Guidance 45 CFR 75 and 2 CFR 200, and internal policies and procedures relevant to grants and contracts is required.

Perform all functions assigned in an accurate and timely manner. Strong written and verbal communication skills. Ability to produce presentation quality reports accurately translating financial data into meaningful information used for decision making. Advanced skills in general office software to include Excel, Office, PowerPoint, and Outlook.

Soft/Interpersonal Skills:

Proven ability to effectively monitor and direct fiscal compliance of grant program managers and other grant program personnel. Extensive knowledge and in-depth understanding of financial principles, including analysis of cost reports, variance analysis and budgeting.

Aptitude to research, communicate, resolve and implement steps to ensure regulatory compliance with applicable state and federal requirements. Ability to exercise good judgment in areas of high complexity when the situation warrants. Ability to maintain confidentiality of sensitive information.
