The Chief Operating & Nursing Officer (COO/CNO) is a strategic and operational leader, who provides unified leadership over both operations and nursing services at Roper St. Francis Healthcare. This dual-role partners closely with the Chief Clinical Officer (CCO) in a highly integrated dyad to oversee and enhance clinical and operational performance across Roper St. Francis Healthcare. Together, they are jointly responsible for managing the organization’s daily operations, executing key elements of the strategic plan, and driving outcomes through the Integrated Practice Networks (IPNs), ensuring a seamless care experience and fostering high-quality outcomes. The COO/CNO provides organization-wide operational and nursing oversight, holding leaders accountable for operational excellence, organizational performance, and cultural alignment. Focused on operational effectiveness, financial stewardship, workforce engagement, and access to care, the COO/CNO collaborates with the CCO to ensure that clinical quality, safety, and patient experience outcomes are achieved across all levels of care.

Essential Job Functions

  • Provides strategic and operational leadership across hospitals, ambulatory care sites, and post-acute facilities. Ensures the consistent execution of system standards, performance targets, and accountability frameworks.
  • Co-leads the Integrated Practice Networks (IPNs) with the CCO, optimizing clinical care delivery, service coordination, and performance outcomes through strategic planning and operational execution, with a focus on improving clinical quality, safety, patient experience, and financial performance.
  • Collaborates with CCO to align operational functions and strategies with population health and ambulatory initiatives.
  • Develops and implements systems, operational models, and management practices that reinforce accountability, drive execution of strategic objectives, and promote safety, reliability, and excellence across all care environments.
  • Develop and enforce system-wide nursing policies, standards, and procedures to deliver evidence-based, high-quality nursing care in compliance with state laws and professional standards.
  • Oversees core functions such as acute and continuing care operations, support services, and administrative IPNs, ensuring operational efficiency, timely project delivery, and sound financial management across the enterprise.
  • Lead nursing services and clinical operations, collaborating closely with executive peers to drive operational effectiveness.
  • Partners with the CFO and senior leadership team to create and execute capital, operational, and financial strategies, ensuring optimal resource allocation, cost containment, and revenue growth.
  • Provides operational oversight across a range of services including budgets, operational plans, policies, people strategies, and technological needs, ensuring the delivery of high-quality, integrated care across the organization.
  • Monitors performance against key metrics and operating plans, proactively supporting hospital and system leaders in achieving growth, clinical excellence, workforce engagement, and high levels of patient satisfaction.
  • Drives continuous improvement through scalable operational models and the integration of emerging technologies and best practices to enhance care delivery and business performance.
  • Fosters a high-performance, mission-driven culture by mentoring executives, ensuring team alignment, and advancing leadership development throughout the organization.
  • May represent RSFH to external stakeholders, including regulatory bodies, trade associations, elected officials, and the broader healthcare community, building strategic partnerships and advancing the organization’s priorities.
  • Ensures compliance with all applicable regulatory requirements (state, federal, Joint Commission, etc.) and other industry standards, while taking on additional responsibilities as required.

Licensing / Certification

  • Valid Registered Nurse (RN) license in South Carolina or a current compact/multi-state RN license recognized by the NCSBN Compact (if applicable)
  • Nursing specialty certification required within six months of hire (e.g., ANCC clinical specialty or nursing leadership certifications)

Education

  • Master’s degree in nursing, healthcare administration, business administration, or a related field (required)
  • If the master’s degree is in a non-nursing field, a Bachelor of Science in Nursing (BSN) (required)

Work Experience

  • 10 years of progressive leadership experience in health system operations (required)
  • 5 years in a senior leadership role (required)
  • Proven track record of operational and clinical excellence in a multi-hospital, integrated healthcare system (required)

Required Knowledge, Skills, and Abilities

  • Demonstrated experience with population health initiatives, value-based purchasing, continuous quality improvement, and strategic planning
  • Strong financial acumen and experience managing budgets and resources across diverse care settings
  • Expertise in strategic planning, business development, and operational execution in healthcare
  • Deep understanding of nursing practice regulations, clinical quality standards, and patient safety protocols
  • Exceptional leadership, change management, and team-building capabilities
  • Strong analytical skills with the ability to drive measurable improvements in clinical and financial performance
  • Experience fostering high employee engagement and organizational culture alignment
