Job Summary:
Responsible for assessing patient financial responsibility through price estimation, providing benefit education for all insured and uninsured patients, and assists patients in securing financial assistance. Accepts patient payments, is a back-up to the financial counselor/cashier, and reconciles accounts that are in an unbilled status.
Minimum Qualifications:
Education: High school diploma or GED.
Experience: At least 1 year of patient access experience preferred.
Licensure/Certification: N/A
Primary Source Verification (if applicable): N/A
Knowledge/Skills: Hospital billing and/or registration knowledge. Insurance verification, eligibility, and/or accounts receivable experience. Pre-certification, authorization, and medical terminology.
Other: Potential hazards include depth perception and use of latex gloves.

Physical requirements include lifting/carrying 0-100 lbs.; pushing/pulling 0-100 lbs.; stooping, kneeling, balance, bending, sitting, walking and standing. Manual dexterity (eye/hand coordination), hear alarms/telephone/tape recorder, reach above shoulder, repetitive arm/hand movements, finger dexterity, color vision, acuity far and near.
Working Conditions include periods of high stress and fluctuating workloads may occur. General office environment. May be exposed to high noise levels and bright lights. May be exposed to physical altercations and verbal abuse. May be exposed to limited hazardous substances or body fluids.* May have periods of constant interruptions.

JOB DUTIES AND RESPONSIBILITIES % OF TIME
1. Financial Counseling staff are responsible for the assessment and collection of patient liabilities. These collections include copays, deductibles, and balances after financial assistance. This individual is tasked with assessing patient insurance and financial information to determine liability. The Specialist in Inpatient Collections will utilize face to face communication with patients during their stay to collect the estimated patient liability.

2. Financial Counseling Specialists are responsible for working various patient access, insurance eligibility, follow-up reports as assigned as well as ownership of patient, account, and claim hospital billing work queue in the Health Information System (HIS).

3. The financial counselor will monitor missed collection opportunities for potential process improvements and follow-up. Financial Counseling staff must make at least 3 attempts each day to visit a patient's room if the patient is otherwise preoccupied in previous attempts.

4. The Financial Counselor will make follow-up phone calls to patients that are unable to make payment while in-house. The Financial Counselor must attempt to contact the patient within 24 hours post-discharge, and continue these attempts for 7 days.

5. The financial counselor will work with patients to obtain signature of consent to treat, observation, Important Message from Medicare, and other registration-related compliance forms.

6. The Financial Counselor will run a daily census to determine patients with potential eligibility for financial assistance. After accounts are determined, the Financial Counselor will process an estimate to review with the patient.

7. The financial counselor will contact patients to inform them of deposit requirements as well as discuss/set-up payment options available. Documentation will be placed in the HIS system for all payment arrangements made.

8. Hosts the daily high dollar call for the facility to discuss authorization status, length of stay, and Medicaid approval statuses for in-house patients.

9. Handles billing inquiries for “walk-in” patients.

10. Cross-trained for Financial Counseling and Cashiering duties at all Roper St. Francis Healthcare facilities. Must be flexible in assignments to facilities.

11. Assists with SSI claim resolution working in conjunction with the billing department in efforts to reduce A/R days.

12. Identifies patients with prior Bad Debts, reviews Bad Debt policy with them and collects or recommends for early “charge–off” to Bad Debt.

13. Coordinates “Self Pay”/ Indigent/ Financial Assistance with the In-House Eligibility Caseworker group.

14. Print Itemized Bills for referred patients from Customer Service Department.

15. Performs additional duties for emergency and direct admissions; contacts guarantor or relatives, if necessary, to complete demographic and financial information.
