Job Description

The Controlled Substance Investigator works under limited supervision to conduct compliance and operational audits within the MUSC Health System. This role is essential for ensuring adherence to policies, regulations, and Federal and State laws regarding controlled substances. The investigator is responsible for preparing and completing audit programs, determining the accuracy and validity of controlled substance records, preparing written audit reports, maintaining thorough records, and managing the destruction of contaminated and expired controlled substances.

Essential Duties and Responsibilities:

Audit and Compliance:

  • Conducts compliance and operational audits to verify proper controls are in place to prevent or deter the diversion of controlled substances.
  • Determines compliance with MUSC Health System policies, Federal and State laws, and regulations.
  • Prepares and completes audit programs relating to controlled substances.
  • Determines the accuracy and validity of controlled substance records.
  • Prepares written audit reports in accordance with program standards and department policy.
  • Maintains accurate and thorough records of all audit work.
  • Manages the destruction of contaminated and expired controlled substances as allowed by the Department of Public Health and Drug Enforcement Administration.

Documentation and Verification:

  • Verifies that all required legal documents, reports, and records are properly and timely initiated and completed by all disciplines.
  • Ensures proper handling, disposition, and documentation of controlled substances.
  • Verifies adherence to proper security measures for controlled substances.

Education and Training:

  • Educates employees on proper handling, disposition, and documentation of controlled substances.
  • Prepares and delivers education related to the results of reviews, investigations, and on general and specific compliance topics.

Compliance Program Development:

  • Contributes to the development, maintenance, and updating of an annual compliance review plan.
  • Conducts compliance reviews and investigations, including the design and documentation of the review/investigatory methodology.

Data Collection and Analysis:

  • Performs data collection for investigations of potential compliance issues and other compliance activities such as drug diversion, risk assessments, and surveys.
  • Uses analytical review, computer analytics, and statistical sampling techniques to identify compliance risk areas.

Collaboration and Reporting:

  • Collaborates with various departments to obtain necessary information for conducting reviews, risk assessments, and investigations.
  • Performs tracking and follow-up to ensure all required information has been received.
  • Prepares reports of audits, reviews, and investigations.
  • Facilitates corrective actions in departments throughout the organization to promote compliant practices and processes.

Compliance Monitoring and Follow-Up:

  • Partners with Compliance Officers and department leadership to establish ongoing compliance monitors and reports as needed.
  • Performs follow-up activities to ensure corrective action plans have been implemented and maintained.

Research and Special Projects:

  • Performs research related to regulatory requirements.
  • Functions as a knowledgeable resource for identifying current and ongoing changes to applicable laws, rules, regulations, and policies related to compliance activities.
  • Completes special compliance-related projects as needed.

·Bachelor's Degree (or equivalent knowledge) in health related field

Experience Required:

·3 years of experience in a health care environment that includes experiences with health care regulatory requirements
