Job Description Summary

Positions in this class coordinate one or more human resources programs, direct a human resources program or serve as journey- or senior-level statewide consultants in a particular human resources area. Plans, implements and coordinates classification, employee relations, recruitment and employment, benefits administration or records management functions. Counsels and advises managers and employees in the area of expertise to resolve problems; disseminates information to employees. Prepares section budget and related financial and manpower requirements or projections. Manages employee participation in preplanned benefits programs covering health care, life insurance and retirement according to established guidelines. Implements equal opportunity/affirmative action programs. Participates in the forecasting of staffing needs, strategic planning efforts of the agency and the discussion of other top management issues. Conducts management reviews, staffing studies and productivity and quality measurement projects offered to state agencies by the Budget and Control Board's Office of Human Resources. Plans and coordinates a variety of personnel research and test development activities. Provides statewide technical services in the areas of classification and compensation to an assigned group of agencies. Provides statewide technical services in the areas of employee-employer relations to an assigned group of agencies. Researches issues, formulates policy alternatives and proposes strategies to improve the effectiveness of human resources management in state government.

Job Description

(35%) Customer service contact for Classification and Compensation. Serve as a resource to all university personnel (staff, managers, faculty, and external counterparts) regarding applicable HRM policies and procedures, and the interpretation of Federal and State regulations and laws. Work collaboratively with other staff within HRM to foster interaction between sections. Ensure phone calls are answered, phone messages are returned, Outlook Inboxes (personal, class and comp, and pear) are monitored, and emails are answered in a timely and professional manner.

(20%) Position Description Evaluation form coordination. In-take of Position Description Evaluation forms submitted to Classification and Compensation. Review Position Description Evaluation forms submitted for: proper form completion, proper documentation (resume, organizational chart, etc), and approvals. Communicate to customer that Position Description form has been received or if additional information/documentation/approval is required. Log each Position Description Evaluation form in the Classification and Compensation shared log, assign each form to a compensation team member, and send documentation to compensation team member. Review log on an ongoing basis to ensure forms are being reviewed within transactional level agreement completion guidance and provide feedback to team members regarding productivity. During each team meeting provide metrics to team on productivity. Maintain Classification and Compensation shared log and circle back with team members on outstanding items not completed in log. Ensure analyses are completed thoroughly, thoughtfully, timely, professionally, and communicated effectively.

(15%) Receive and log all Dual Employment and Added Source request forms. Review all requests for accuracy and completeness. Take appropriate action to obtain additional information, if needed. Ensure proper approvals are obtained and that requests are in compliance with established policies, including overtime provisions. Coordinate with other State agencies as necessary. Ensure all dual employment/added source employees are set up in OurDay appropriately. Review one-time payment requests in OurDay to ensure payment is consistent with approved Dual Employment or Added Source documentation. Review and submit actions in OurDay for timely payment of services. Ensure analyses are completed thoroughly, thoughtfully, timely, professionally, and communicated effectively. Complete annual state reporting requirements within report requirements and submission date outlined by State.

(20%) Assist with review and submitting OurDay actions. Ensure reviews are completed thoroughly, timely, and communicated effectively.

(10%) As needed, conduct single-incumbent position and salary benchmarking studies based on requests for staff promotion, reclassification, additional duties, additional skills/ knowledge, equity and/or reassignment, and retention, always ensuring cross-department/college equity, consistent application of best practices across the University, and compliance with state and MUSC regulations, policies and procedures. Recommend appropriate compensation for reclassifications and other pay actions, using consistent compensation strategies. Work in collaboration with requesting department to ensure equity and consistency in compensation practices and incorporate other data sources, as necessary. Collaborate with colleagues in Class & Comp to make recommendations regarding improvements to the compensation analyses process. Maintain data file for use by all compensation staff. Upon request from employment consultants, advise and assist with gathering data to determine appropriate compensation for new hires and promotions, ensuring internal equity and external competitiveness. Ensure analyses are completed thoroughly, thoughtfully, timely, professionally, and communicated effectively.
