Job Description Summary

Prepare and submit the Annual Asset Inventory Report.

Job Purpose:

Must have sound knowledge of techniques, methods, requirements and practices in trades work. Must be knowledgeable of technical drafting, reading blueprints, plans and specifications, parking garage structural knowledge and maintenance requirements, and able to handle multiple tasks simultaneously and meet deadlines. Must have strong verbal and written communication skills, strong organizational skills, the ability to teach and train staff and the ability to process and carry out complex tasks independently. Manage the planning and administration of departmental projects for the installation of parking equipment and software and training departmental employees. Knowledge of state polices and guidelines concerning purchases is required. Experience in or knowledge of parking equipment and parking systems is required. Proficiency in Microsoft Office Suite (PowerPoint, Word, Excel) is required.

The work schedule is 8:30 a.m. to 5:00 p.m. The Facilities & Maintenance Manager is considered essential personnel so is required to be available during severe weather conditions like floods and hurricanes to secure the parking equipment and garages from damage and secure closure and opening of the garage accesses as the need arises. Ensures the maintenance staff is also available during these times.

1.1 Manage the MUSC parking facilities which include: 9 multi-level garages and 45 surface parking lots totaling 9,100 parking spaces and over 2,000,000 ft² of parking surface. Responsible for creating and overseeing an annual budget, identifies maintenance needs, assigns work orders and manages trades workers (one Electrician and two Trade Specialist III) ensuring assigned work is done in a timely and professional manner. This work includes but is not limited to light bulb and fixture replacement, pressure washing and cleaning, line striping, concrete grinding, asphalt repairs, sign installation, maintenance of 11 parking booths and 37 gate arms, painting, installation and repair of bollards and wheel stops. Oversee installation of electrical circuits and controls and all other miscellaneous maintenance tasks. Solicit quotes from external contractors and in the event the repair costs exceed $10,000, coordinate with the Procurement Department to generate bid documents and submit for a RFB (request for bid) to be posted. Serve as Project Manager for all work performed/completed by external contractors in the parking garages and lots. Coordinate with University and Hospital departments to ensure all work being carried out has a minimal impact on campus wide operations. Approve all internal shop purchases and orders materials needed from external vendors as needed. This includes but is not limited to lamps and fixtures, signage, plumbing, and carpentry materials. Responsible for all campus bicycle racks and removing/logging all abandoned bikes left on racks. 35%

1.2 Manage all department equipment and issues relating to equipment and software for 50 Parking Management employees. Coordinate installation of phone equipment and data lines for all parking facilities equipment. Oversee 80 video cameras throughout the parking facilities and reviews and recommends new camera installations. Investigate incidents in the 7 parking garages and other Office of Parking Management properties via the Avigilon software and coordinate with Risk Management and Public Safety for investigations. 20%

1.3 Manage and operate the MUSC Real-Time Parking Management Access and Control System (PMS). Ensure system software and interfaces continuously providing real time and accurate service for the convenience and efficiency of university staff, students, medical professionals, and patients and visitors. Train parking staff in the operation of Parking Management Access control equipment and procedures for reporting and correcting system outages. Ensure parking management is apprised of current capabilities, restrictions, and limitations of the system. 15%

1.4 Order all materials, tools and equipment and complete documentation for purchases and provide them to the accounting department. Keep inventory of tools and equipment. Manage the Parking Management vehicle fleet that includes trucks, cars and carts. This includes leasing vehicles and ensuring all repairs and scheduled maintenance is completed in a timely manner and the monthly usage reports are submitted on time. Notify Risk Management of any additions or deletions of owned vehicles and carts. Retain all copies of maintenance records in an organized manner. 15%

1.5 Work as the department manager for the AiM work order system. This includes creating work orders for internal Parking Management staff as well as work orders for other MUSC/MUHA shops. Oversee work orders that were created to ensure work done to expectations. Review monthly grounds and maintenance internal invoices to verify accuracy of charges prior to payment. 10%

1.6 Oversee and manage the Asset Inventory records of OPM assets individually totaling a minimum of $5,000/tagged totaling $700,000+ in department assets. Prepare and submit the Annual Asset Inventory Report. Coordinate with Property Control during the procurement and retirement of all departmental assets ensuring state laws are followed and ensuring all records are maintained in an organized manner. 5%
