ECS is seeking a Cyber Delivery Consultant to work in our Arlington, VA office with the option of Remote work.

Job Description:

ECS seeks a dynamic and experienced cyber leader to provide consulting services for our national security client who protects national critical functions and federal assets. The ideal candidate will provide senior-level consulting services across our client’s cyber policy, asset management, vulnerability management, defensible architecture, incident detection and response teams, articulating and influencing our client toward a holistic, reinforced future operating vision. This individual will guide the team to align current operational state with strategic objectives, identify gaps and needs, and articulate an enterprise program strategy. This cyber leader will apply a systems-thinking approach to the client’s operation, work across the client organization and support the client to influence, plan, and drive change to existing services, processes, and technologies.

Job Responsibilities:

  • Apply strategic, technical, and innovative experience to lead the development and maturity of cybersecurity resiliency across federal civilian executive branch (FCEB) government agencies
  • Lead and facilitate discussions across all organizational levels to identify, design, and drive strategic and impactful advancement of our client’s cyber capabilities and effectiveness
  • Apply unique technical and engineering knowledge, skills, abilities and experience to the planning, development, and implementation of the client’s cyber capabilities for our client
  • Provide input into the development and modifications of technical and operational reference documents related to our client’s cyber programs and capabilities
  • Develop and maintain internal and external partnerships with stakeholders of our client’s mission space to understand pain points and barriers to adoption and best practices
  • Proactively seek opportunities to define and improve processes to align and optimize resources across functional areas, and in response to a dynamic customer environment
  • Execute an effective customer satisfaction and client management strategy, including routine client meetings, deliverables, and activities to ensure effective risk and quality management

Required Skills:

  • Must be a US Citizen
  • Must hold or be able to obtain Public Trust Suitability
  • Bachelor’s degree or equivalent experience, with a minimum of 8 years of professional experience
  • Minimum of 5 years of consulting experience, focused on customer facing delivery and focusing on learning and understanding client mission space, recognizing pain points, and translating them into actionable solutions. Experience in the following areas:
    • Relationship building, results-driven, self-organized, and decision-making skills
    • Ability to pivot as client’s needs and priorities shift with the changing landscape
    • Assess and advise on the current state of the core cybersecurity services our client provides federal organizations
    • Excellent written and oral communication skills, demonstrating the ability to present projects and status reports to client and its stakeholders
    • Planning and prioritization related to delivery and collaboration with other support teams
  • Experience in 1 or more of the following cybersecurity domains
    • Security Operations Center (SOC)
    • Zero Trust (ZT)
    • Cloud Services
    • Endpoint Detection & Response (EDR)
    • Supply Chain Risk Management
    • Risk Management Framework (RMF)
    • Governance, Risk, and Compliance (GRC)
  • Results-oriented problem solver with high standards for quality, accuracy, attention to detail, and overall excellence
  • Senior experience supporting strategy, governance, and implementation for enterprise-wide cybersecurity functions with experience having enterprise view of cybersecurity within an organization
  • Direct experience maturing cybersecurity resiliency within an organization by leveraging industry best practices, cybersecurity frameworks, and government frameworks/mandates
  • Experience demonstrating maturity of cybersecurity resiliency leveraging quantitative and qualitative metrics (e.g. key threats, key risks, issues, KPI/KRI, etc.)
  • Experience developing strategic, operational, and tactical work products from complex information and presenting them in a measurable and practical manner
  • Experience aligning enterprise, mission, and cyber capabilities to internal, external, and/or other programs to defined use cases
  • Experience building consensus and driving outcomes across various levels of the organization
  • Cybersecurity certifications such as CISM, CISSP

Desired Skills:

  • Ability to be cleared up to TS/SCI
  • Senior experience supporting federal cyber mission programs and understanding the mission from an analyst’s perspective supporting threat hunting and vulnerability assessments
  • Experience leading one of the following functional teams: a Security Operations Center (SOC), blue team/red team assessments, vulnerability management, and cyber threat intelligence
  • Experience supporting activities such as threat detection and response, penetration testing, malware analysis, threat hunting, threat intelligence, and incident response
  • Transformation of cyber and vulnerability data into greater insight and more effective action to manage and respond to incidents
  • Building and nurturing external networks consisting of industry peers, ecosystem partners, vendors, and other relevant parties to address common trends, findings, incidents, and cybersecurity risks
  • Applying systems-thinking to understand and drive holistic and sustainable change to the organization and its services
  • Successfully executing programs that meet the objectives of excellence in a dynamic operational environment
