ECS is seeking a Program Analyst to work in our Silver Spring, MD office.

Job Description:

The position will support the office of Platform Infrastructure and Acquisition Division (PIAD) within the Office of Marine and Aviation Operations for NOAA.

You will provide broad programmatic and acquisition management support for current and future NOAA new ship construction projects. Must be willing to and capable of performing various technical, acquisition, programmatic, risk, and configuration functions as required.

Proactively work with clients and stakeholders to identify emerging program requirements, develop support plans/schedules, draft various acquisition documents and coordinate/facilitate/monitor multi-disciplined project teams that may include government, subcontractors, vendors and peers.

Additional duties may include analysis of alternatives, business case analyses, specification development, or other technical writing as well as involvement with source selection, contract management and construction oversight related activities. This position is expected to require travel < 25% of the time.

Salary Range: $60,000-$95,000

General Description of Benefits

Required Skills:

Bachelors degree in a technical or management discipline.

US Citizenship required per contract.

Public trust security clearance.

Two (2) years of programmatic experience. Organized and detail oriented.

Excellent written, presentation and verbal communication skills. Proficient with Microsoft Office Suite, including Microsoft Project.

Desired Skills:

DAWIA certifications and/or PMP certification (or equivalent) are desired.

Experience with major acquisitions and associated documentation development, cost estimating, risk management and/or contract management is highly desired.
