JOB SUMMARY
The purpose of this class is to perform responsible and varied professional, assignments. Plans, coordinates and manages the programs, activities, facilities, and personnel of the branches, ensuring compliance with all applicable laws, regulations, and policies. This position reports to the Executive Director.

Duties

ESSENTIAL JOB FUNCTIONS

Assists the Executive Director in planning, coordinating and implementing long- and short-range programs for the improvement of county-wide library services.

Serves as Acting Library Director in the absence of the Executive Director.

Plans, coordinates and manages the programs, activities, facilities, and personnel of the branches, ensuring compliance with all applicable laws, regulations, and policies.

Supervises branch-level library staff; supervisory duties include instructing, planning, and assigning work, reviewing work, maintaining standards, coordinating activities, selecting new employees, allocating personnel, acting on employee problems, and approving employee discipline and discharge.

Assists the Executive Director with the provision of adequate mentoring, training and development of Professional Library staff.

Assists the Executive Director with the development and administration of the annual Library budget, with the preparation of the SC State Library Annual Report and of periodic and special reports as required by the Library Board, the County and other agencies.

Assists the Executive Director with the development and monitoring of capital projects.

Provides ongoing assessments and evaluation of branch-level public service programs and functions; develops and evaluates outcome measures for branch-level programs and services to the public.

Assists the Executive Director in responding to public inquiries and complaints regarding library programs and services.

Attends professional meetings, conferences and workshops to maintain knowledge of current theories and trends in public library operations and technology; participate on various committees and in professional meetings and activities; maintains cooperative working relationships with state, county and local officials, community leaders and civic groups.

Ensures the branch-level provision of professional customer service.

Assists the Executive Director with the preparation of grant applications for federal and other funding, the monitoring of expenditures and the evaluation of project results at the end of the grant period.

Coordinates the major system-wide programs (including Summer and Winter Reading Programs).

Directs branch-level personnel in planning, executing and evaluating complex library services and activities.

Works with the Executive Director to assist the Library Board of Trustees in developing short- and long-range goals and objectives for the library system in an effort to effectively meet present and future community needs; assists the Executive Director with the development and interpretation of library policies and procedures for Board approval.

Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.

Performs other duties, as assigned.

Qualifications

QUALIFICATIONS

Education and Experience:

Master’s degree in library science from an ALA-accredited college or university.

Minimum of eight (8) years of library experience.

Minimum of four (4) years of progressively responsible management experience.

Additional Requirements

Special Qualifications:

Must possess a valid South Carolina driver’s license.

Must possess Professional Librarian certification from the SC State Library or be eligible for certification.

Experience in the management of services to multiple library branches preferred.

Advanced experience and/or education/training in youth services, library management and/or library programming preferred.

Position Type and Expected Hours of Work

This is a full-time position; typical Library hours and days of operation are Monday through Thursday 8:00am – 7:00pm and Friday through Sunday 8:00am – 5:00pm with normal working hours of 8:00am – 5:00pm. Employees must work 40 hours weekly to maintain their full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested. Positions may require travel throughout the County and between library branches as needed.
