JOB SUMMARY
The purpose of the class is to perform a variety of advanced and complex clerical work in the preparation and maintenance of fiscal and other Treasurer Department records; to perform a variety of other accounting and clerical tasks as assigned; and to provide professional and courteous customer service at all times. The class is given a general outline of work to be performed and is free to develop work methods and sequences; work is reviewed periodically by supervisor.Duties
ESSENTIAL JOB FUNCTIONS
• Performs advanced and complex accounting duties to the Treasurer Department.
• Processes accounts payable for assigned accounts; communicates with vendors and County personnel/officials regarding invoices; resolves discrepancies and expedites the accounts payable process as necessary; generates accounts payable checks; processes voided checks.
• Collects and posts fees for mail and drop box; collects and posts fees for customers at the counter for vehicles and real estate taxes; collects inter-departmental monies and posts to appropriate accounts; receipts and deposits various monies, which may include County taxes, fees, fines and other payments.
• Processes over and short payments; generates correspondence explaining incorrect payments and action needed to be taken by taxpayer.
• Processes installment payments.
• Reviews and posts payments to appropriate accounts in general ledger; verifies account balances.
• Maintains Sheriff funds.
• Administers the 1% Fireman Fund each year.
• Answers phones and assists with tax payer questions.
• Provides instruction and leadership of assigned Accounting Technicians.
• Provides outside auditors with proper documentation of accounting transactions.
• Assists in reconciling bank statements and accounts.
• Completes daily balance sheets and verifies work of assigned Accounting.
• Maintains and balances cash drawer, checks, electronic payments and related credit card accounts.
• Verifies the accuracy and completeness of accounting records and reports prepared by co-workers and/or received from other departments.
• Submits Emergency Medical Services (EMS) credit card payments to the EMS department.
• Processes attorney payments.
• Maintains vendor records.
• Assists in managing the use and maintenance of the department's computer systems and software.
• Researches Dealer Add Reports; assists with outstanding Dealer Add Reports process.
• Clears taxpayer suspensions with the South Carolina Department of Motor Vehicles (SCDMV).
• Receives and responds to inquiries, concerns, complaints and requests for assistance in areas of responsibility.
• Processes, copies, indexes, files, transmits and/or maintains various financial, legal and/or administrative documents.
• Helps maintain office equipment and supplies.
• Performs general clerical duties as required including, but not limited to, typing reports and correspondence, copying and filing documents, entering and retrieving computer data, sending and receiving faxes, processing mail, etc.
• Assist co-workers with clerical duties; helps co-workers with questions, balancing drawers, assigning decals and making change.
• Attends training, meetings, seminars and/or workshops as required to enhance job knowledge and skills.
• Performs other related job duties as assigned.Qualifications
Education and Experience:
High school diploma or GED supplemented by education in accounting, bookkeeping, secretarial science or a closely related field.Additional Requirements
Requires at least five (5) years of related work experience.

Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
