JOB SUMMARY

The purpose of the class is to perform a variety of routine-to-complex technical engineering and administrative work in support of the planning, design, construction and maintenance of County public works projects; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under minimal supervision.

Duties

ESSENTIAL JOB FUNCTIONS

Produces computer-aided designs for all water and sewer utility projects as assigned.

Creates or revises record drawings to indicate the location of mains, valves, hydrants, manholes, or other device or apparatus as needed.

Reviews residential and commercial projects for compliance with County ordinance and design standards.

Manages the plan review software, Evolve. Coordinates with the developer and other County departments to continually train and improve program performance.

Establishes and maintains the County’s Evolve platform to conduct technical review of proposed development plans as well as the approval for the start of construction; continuous contact with owners and engineers throughout the process; informs them of deficiencies and deadlines and may be required to attend various related meetings to discuss projects.

Trains other engineering staff on how to manage Evolve projects.

Leads and mentors to other staff management of plat, plan, and record drawing reviews performed with the aid of Bluebeam to enable transition to a paperless organization.

Prepares and updates County maps, plats, drawings as necessary, using both manual and computer-assisted methods.

Researches property descriptions using GIS software to make sure parcels are correct.

Researches ownership of multiple owners to make sure they still have a deeded interest.

Creates easement exhibits for property acquisitions.

Assists with geographic information system (GIS) data management to show locations of all sewer lines, manholes, pump stations, force mains and the connectivity of all properties being served; converts data for input into GIS system.

Coordinates with survey staff during design for topographical and location surveys for design plan completeness.

Collects, compiles and analyzes information for the preparation of maps and drawings.

Develops and provides hard copy maps, PDF maps, and exported sets of the GIS facilities to internal and external customers as directed by supervision.

Provides technical assistance and information to other County departments, developers, contractors, engineers, and other interested parties regarding utility construction and installations.

Researches, compiles and analyzes data for special studies, reports and presentations and provides results to Project Manager and/or Water & Sewer Director.

Represents the County at various meetings and events as assigned.

Coordinates various special meetings as assigned.

Prepares and maintains accurate and complete work records and reports as required; retrieves as needed.

Assists in coordinating department activities and functions with those other County divisions, departments, municipalities, developers, contractors, property owners and outside agencies as appropriate.

Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.

During an emergency event, on-call following a major natural disaster as assigned.

Performs general administrative/clerical work as required including, but not limited to, copying and filing documents, entering and retrieving computer data, preparing spreadsheets, maintaining various lists and logs, answering the telephone, etc.

Attends training, meetings, conferences, seminars, etc., as appropriate, to enhance job knowledge and skills.

Performs other related job duties as assigned.

Qualifications

Education and Experience:

Associate degree with emphasis in engineering, engineering technology, computer-assisting mapping or drafting, or a closely related field.

Requires at least five (5) years of related work experience.

Autodesk Software (Civil3D (2014 or newer) and AutoCAD (2014 or newer)) experience.

Experience integrating CAD and GIS Esri Desktop (10.3 or newer) is preferred.

Familiarity in working with survey data in preparation of construction documents.

Proficiency in Microsoft Office Product Suite.

Must possess a valid state driver’s license.
