Position Type and Expected Hours of Work: Full-time, Employee must be available to work evenings, weekends, and holidays.

Under the supervision of the Director of Parks and Recreation, the Park Manager will direct and perform the efficient and effective management of Ashley River Park and other facilities as assigned. These duties include, policy and procedure development, staff supervision, day-to-day operations, facility maintenance, customer service, budget management, revenue development and management, and risk management. This working supervisory position is expected to function independently, make competent decisions and demonstrate good judgment. This position will work and support all aspects of Ashley River Park operations and other areas as needed. The position requires evening, weekend and holiday work. “On call” status for emergency or unusual situations is required.

Duties

ESSENTIAL JOB FUNCTIONS

  • Functions as the highest-level manager in a unique park setting.
  • Establishes professional and facility related goals for self and others and identifies and implements a course of action to achieve stated goals.
  • Drafts and recommends to the Director new and revised policies and procedures for the safe and effective operation of park facilities.
  • Maintains professional relationships with outside agencies to include, but not limited to, OCRM, DHEC, local law enforcement and local government and SCDNR.
  • Promotes the park through community involvement. Promotes stewardship and special events.
  • This position requires knowledge of park management, recreation and leisure programming, retail, special events, facility rentals, general maintenance, pass sales, management of contractors and vendors, cash handling and facility registration software.
  • Coordinates with Landscaping Manager to manage all aspects of maintenance at Ashley River Park and other assigned facilities.
  • Works independently and is expected to make competent decisions, effectively supervise a diverse staff, use sound judgment, and to consistently provide a high level of customer service.
  • Performs routine duties as needed to include, but not limited to, fielding customer inquiries, shift closeouts, equipment rentals, showing rental facilities to prospective customers, park pass sales, accommodating special needs and requests, performing park patrols, special event set-up, assigning tasks to volunteers, cleaning/organizing equipment, opening/closing duties, etc.
  • Maintain park security by assigning park keys, safe combinations and alarm codes and monitoring of building entry/exit reports for the entire park.
  • Prepares monthly management schedules.
  • Maintains a positive rapport with the public by responding to suggestions, complaints, concerns, and criticisms from the general public in an effective and timely manner. Directs facility staff with problem-solving in crisis situations. Analyzes park visitor assessments; recommends adjustments in procedures and personnel.
  • Prepares, manages, monitors and analyzes the facility’s budget. This includes conducting market research, and making attendance, revenue, wage and expense projections for future budgets. This also includes providing analysis, monitoring and controlling wages and other costs, developing management reports, implementing new revenue ideas and maximizing revenue for current budgets in order to operate in the most cost-efficient manner possible.
  • Manages all personnel management duties to include recruiting, interviewing, hiring, training, supervising, scheduling, developing, mentoring, counseling, disciplining and evaluating full time and part time staff and volunteers according to established policies and procedures. Meets regularly with staff to review day to day operations, goals, projects, incidents, personnel and other performance measures and provide feedback and direction.
  • Guides staff in and follows all established procurement policies in the research, requisition, receipt and payment for equipment, materials and services as needed to complete assigned duties.
  • Evaluates special event requests and determines feasibility and financial impact. Coordinates logistics with applicable external and internal parties and provide on-site assistance and technical support for event implementation. Conducts post-event analysis and evaluation.
  • Responsible for the accurate and timely processing of the timekeeper system for subordinate employees.
  • Executes the Emergency Action Plan (EAP) to include prevention and preparation. Responds to and evaluates all emergency calls in the facility. Makes appropriate decisions and takes action in chaotic, stressful and unusual situations. Assigns, directs, or performs care utilizing medical certification and bloodborne pathogens training. Notifies the appropriate public safety authorities when assistance is needed. Operates and maintains facilities in compliance with OSHA, DHEC, OCRM, SCDNR and County policies.
  • Develops and executes ongoing staff training programs and meetings. Provides proper training and monitoring of equipment, tool and vehicle operation, safety, and maintenance. Responsible for complying with OSHA, DHEC and other related safety standards. Administers periodic testing to ensure adherence to established standards. Submits training records as required.
  • Assists in the identification of capital projects for the ongoing maintenance and future growth/ development of the park. Meets with project management team to ensure plans are implemented safely and with limited effect to the day to day operation of the park.
  • Provides assistance for any other DCPRD activities as needed. This may include other parks, special events, maintenance projects and the application of any special technical knowledge/skills.
  • Regularly and effectively communicates and meets with co-workers, supervisors, staff, other departments and outside agencies to ensure the efficient and effective operation and promotion of the facility.
  • Completes, submits and maintains oral or written records and files to include, but not limited to, training reports and logs, design review applications, inventory, timesheets, inspections and incident records. Evaluates and processes these records to be used in reporting and planning for the agency.
  • Keeps facility clean and safe. Enforces rules, safety regulations and general facility rules for the visitors. Contacts proper law enforcement agency when assistance is needed.
  • Assumes responsibility for maintaining, receiving, and stocking inventory of supplies and materials for the related area. Duties include the proper storage, handling, distribution and security of all materials and equipment.
  • Responsible for the safe and proper operation and maintenance of vehicles, motorized equipment, safety equipment and supplies, and tools. Uses established procedures to report equipment concerns or issues in a timely manner.
  • Writes various scopes of contracts as needed in accordance with County procurement policy.
  • Manages and performs all administrative duties to ensure all County policies and procedures are followed according to agency manuals, established standards and assigned deadlines. Responsible for learning and practicing all procedures in the Human Resources Policy Manual.
  • Represents facility and DCPRD at internal and external meetings, industry related trainings, conferences, trade shows, schools, community groups and all forms of media. Visit similar facilities to increase knowledge, productivity, and efficiency.
  • Responsible for accurate attendance and revenue data collection, reporting and accountability. Makes daily deposits as required. Ensures all means of recording information, including but not limited to Excel revenue spreadsheets, registers, POS and all other pass sale and facility reservation modules, are current at all times.
  • Performs other duties as required.

Qualifications

Education and Experience:

Bachelor’s degree in Park, Recreation and Tourism Management, Recreation and Park Administration, Business, Public Administration, Management or a related field with four years of relevant experience. At least two of these years must include responsible supervisory park administration experience and/or experience in the public or private sector of business management.

Special Qualifications:

Must possess a valid state driver’s license.

Certified Park and Recreation Professional (CPRP) status or ability to obtain such status within 6 months of employment is required.
