Job Purpose | The Budget and Operations Manager supports Dean in managing and administering financial and budgetary functions of the School of Engineering, Computing, and Mathematics (SECM) at the College of Charleston. |
Minimum Requirements | Bachelor’s degree with at least four years of high-level administrative and budgeting and/or finance experience and experience working in higher education and/or with college populations are required. Candidates with an equivalent combination of experience and/or education are encouraged to apply. |
Required Knowledge, Skills and Abilities | Managing administrative and financial/budgetary functions, professional demeanor, strong oral and written communication skills, and the ability to exercise independent judgment. Knowledge of accounting and management information systems, governmental accounting, marketing, management, and statistics. Technological expertise must include proficiency in using Microsoft Office applications, knowledge of website development, managing social media sites, and using CANVA to develop flyers. Knowledge of financial reporting software (Cognos, Argos), ERP systems (BANNER), and e-Procure is strongly desired. The applicant should be able to create and maintain complex EXCEL spreadsheets and adapt to new and changing technology. Must be able to review, analyze, and assess various situations, policies, procedures, regulations, and laws and provide appropriate expert-level advice to faculty, staff, and students. Ability to lead/coordinate multiple school/campus-wide projects or teams is essential. Must be able to work ethically with highly confidential information. Must be familiar with FERPA guidelines. |
Additional Comments Regarding Position | The candidate may be required to lift, carry, and/or move heavy presentation/promotional materials or otherwise engage in a limited amount of physical activity to support the functioning of the offices within the SECM. Occasional evening and weekend hours are required. Must possess a valid SC driver’s license. |

Activity | Directs complex administrative functions of the Dean’s office. Coordinates flow of communications and information within the Dean’s office. Prioritizes issues and information and disseminates it to responsible parties. Ensures accurate and secure documentation and records for the School and the Dean. Assists Dean in confidential and sensitive projects. Designs, develops, and disseminates newsletters, school web pages, social media, multi-media presentations, and group email correspondence. Coordinates the SECM Student Ambassador program. Plans, organizes, and coordinates conferences, receptions, student orientations, and other special events. Collects, promotes, and publicizes department news and events utilizing various media resources. Coordinates with Marketing & Communications and Alumni Affairs offices to create pieces for promotional campaigns, invitations, seminar announcements, press releases, etc. Composes School correspondence and ensures requests for information are completed accurately and promptly. Communicate with students and parents. |

Activity | Performs fiscal management of the School of Engineering, Computing, and Mathematics (SECM) operating budget, grants, and Endowed and Restricted funds through the College of Charleston Foundation. Oversees, compiles and evaluates budget accounts and reports from academic departments and programs within SECM, ensuring proper execution of financial transactions and compliance with State & College regulations & policies. Performs complex budget analysis and creates accounting level reports and statistical comparisons/projections for the Dean, used in short & long-range planning. Reviews budget requests, approves routine expenditures or makes recommendations to Dean, and allocates/transfers funds. Oversees and manages SECM school fees budget and expenditures for Undergraduate research. Serves as the School’s liaison with other campus departments regarding fiscal issues. Trains and advises SECM departmental fund administrators on the use of automated financial records/budget systems and interpretation of State and institutional fiscal policies. Evaluates, edits and approves on-line Teaching Effort Adjunct pay forms each semester and Add Pay & Temporary Employee appointments each year. Manages the Adjunct payroll budget and transfer of funds. Administers Adjunct fiscal policies and procedures for the school. |

Activity | Assesses grant and contract compliance with federal guidelines and regulations and recommends changes to ensure compliance when necessary. Develops and manages complex and diverse databases and spreadsheets to store and manipulate statistical data and monitor trends for extramural and local entities. Serves as the State’s credit card liaison for the Dean’s Office, Department Chairs and department support staff. Monitors departmental & grant purchases and expenditure authorizations, ensuring compliance with State, Federal, and College rules & regulations. Provides expert advice to staff and faculty on fiscal policies, as needed. |

Activity | Works closely with School’s Senior Development Officer and other Development personnel to develop opportunities for potential donors and assists with donor events and stewardship. Prepares and tracks SECM new faculty offer/appointment letters, salary letters, leadership letters, and sabbatical letters. Uploads documents to BDMS. Follows up on work processes including IT forms, organizational charts for supervisors, and FOAP forms. Reviews and edits faculty reports (e.g. names, departments, ranks, titles, salaries) for accuracy. Monitors teaching effort reports for returning and new adjunct, affiliate, retired, and zero-pay contract faculty, as well as faculty receiving additional pay. Submits Banner Access Forms for departmental Academic Admins. |
