JOB SUMMARY

The Charleston Regional Aviation Authority (CRAA) is seeking an innovative and technically skilled GIS, Digital Twin & Geospatial Intelligence Analyst to advance the Authority’s digital transformation initiatives across Charleston International Airport (CHS) and the broader aviation system. This role will play a central part in developing and maintaining CRAA’s geospatial data ecosystem and Operational Digital Twin program by integrating GIS, CAD, BIM, airport operational systems, IoT devices, AI driven analytics, and enterprise data platforms to enhance operational awareness, decision making, resiliency, and the passenger experience. The analyst will create and maintain authoritative geospatial data, support enterprise GIS initiatives, build operational dashboards and applications, and help establish a comprehensive digital representation of airport infrastructure, assets, operations, and passenger movement. This position will collaborate closely with Airport Operations, Planning, Engineering, Public Safety, Facilities, IT, Security, airlines, tenants, and external partners to enable data driven airport management and advance future Smart Airport initiatives. This position reports to the IT Operations Manager.

ESSENTIAL JOB FUNCTIONS:

Enterprise GIS & Data Management

  • Create, edit, maintain, and govern enterprise geospatial data using ArcGIS Pro and ArcGIS Enterprise.
  • Develop and maintain authoritative airport geodatabases for facilities, utilities, airfield infrastructure, terminal assets, security systems, and operational datasets.
  • Develop and implement GIS quality assurance and quality control standards.
  • Review and interpret CAD drawings, BIM models, as-built documentation, survey data, and engineering plans for integration into GIS.
  • Establish GIS data governance standards, naming conventions, metadata requirements, and lifecycle management procedures.

Digital Twin Development

  • Support the design, implementation, and maintenance of CRAA's Operational Digital Twin platform.
  • Integrate GIS, BIM, CAD, IoT, airport operational systems, and enterprise data sources into a unified spatial framework.
  • Develop workflows supporting GeoBIM and airport asset intelligence initiatives.
  • Support digital representations of:
  • Airfield assets
  • Terminal facilities
  • Security systems
  • Passenger processing areas
  • Parking and ground transportation infrastructure
  • Utilities and critical infrastructure

Airport Operations & Operational Intelligence

  • Support integration of GIS with:
  • Airport Operational Database (AODB)
  • Resource Management Systems (RMS)
  • Common Use Passenger Processing Systems (CUPPS/CUTE)
  • Flight Information Display Systems (FIDS)
  • Security and access control platforms
  • Asset management systems
  • Develop operational dashboards and situational awareness applications for airport stakeholders.
  • Create airport operational visualizations supporting:
  • Passenger flow analysis
  • Resource utilization
  • Asset management
  • Emergency response
  • Operational planning

AI & Advanced Analytics

  • Support AI-enabled geospatial and operational analytics initiatives.
  • Assist with development of spatial analytics supporting:
  • Passenger movement analysis
  • Queue management
  • Facility utilization
  • Predictive maintenance
  • Operational performance monitoring
  • Support integration of computer vision, sensor data, LiDAR, and AI-generated insights into airport operational workflows.
  • Assist in developing geospatial data models that support future AI and machine learning applications.

GIS Applications & Automation

  • Publish and manage feature services, map services, and web applications within ArcGIS Enterprise.
  • Configure and maintain:
  • ArcGIS Experience Builder
  • Field Maps
  • Survey123
  • Dashboards
  • StoryMaps
  • Indoor GIS applications
  • Develop Arcade expressions and workflows supporting custom applications.
  • Utilize Python, ArcPy, FME, and ETL tools to automate repetitive processes and data integration workflows.

Training & Documentation

  • Develop GIS standards, SOPs, data dictionaries, user guides, and technical documentation.
  • Provide GIS and Digital Twin training to CRAA departments.
  • Support user adoption and organizational change management efforts.
Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor's degree in GIS, Geography, Information Systems, Computer Science, Engineering, Planning, Data Science, Aviation Management, or related field.
  • Minimum of four (4) years of professional GIS experience utilizing Esri technologies.
  • Experience working within an enterprise GIS environment.
  • Experience developing GIS applications, dashboards, and automated workflows.

Preferred Qualifications:

  • Experience supporting Digital Twin, Smart City, Smart Infrastructure, or Smart Airport initiatives.
  • Experience integrating GIS with enterprise business systems.
  • Experience supporting AI, analytics, or operational intelligence platforms.
  • Experience with indoor mapping and airport wayfinding systems.
  • Experience with BIM-to-GIS workflows and asset lifecycle management.
  • Experience integrating GIS platforms with AI, machine learning, computer vision, IoT, or Digital Twin technologies.
  • Experience working with Large Language Models (LLMs).
  • Experience supporting AI-driven use cases such as, Passenger flow analysis, Queue management, Predictive maintenance, Asset monitoring, Operational forecasting
  • Security and situational awareness
  • Knowledge of computer vision technologies utilizing CCTV, LiDAR, video analytics, and sensor fusion.
  • Experience with Machine Learning, Azure OpenAI, Microsoft Fabric, Databricks, or similar analytics platforms.
  • Familiarity with Retrieval Augmented Generation (RAG), knowledge management systems, and AI-assisted decision support tools.
  • Experience integrating AI-generated insights into operational dashboards, GIS applications, and executive reporting platforms.

Specific License or Certification Required:

  • Valid South Carolina driver’s license.
