The Learning and Development Specialist supports the delivery of new employee orientation and contributes to broader
learning and development initiatives within the organization. This role assists in managing our learning management
system (LMS) by providing user support, updating content, and assigning training.
Hiring Salary:$56,513 - $74,006 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)
- Uncovers training needs through creative methods like surveys, interviews, and stakeholder communication.
- Designs, organizes, and presents employee training sessions—including skills-based programs including support for new employee orientation delivery—while ensuring adherence to County training policies and procedures.
- Manages the training environment with courtesy, approachability, and a dash of charisma.
- Documents classroom activity in internal and external systems.
- Provides backup facilitation and instructional support for departmental training sessions as needed, ensuring continuity and consistency in delivery.
- Coordinates all aspects of training events—from venue setup and catering to session flow and participant materials—to ensure a professional and engaging learning environment.
- Consults with other departments, assess training needs, and deliver expert recommendations.
- Evaluates program effectiveness through engaging assessments, surveys, and valuable feedback.
- Conducts train-the-trainer programs, sharing your expertise with fellow educators.
- Creates captivating training manuals, guides, and course materials that enhance engagement and retention of key learning objectives.
- Presents training programs using various formats—group discussions, lectures, simulations, videos, online, and blended learning.
- Maintains meticulous records of training activities, attendance, course evaluations, and impactful metrics.
- Stays ahead of the curve, keeping updated on the latest trends and best practices in training and development.
- Supports the County’s learning management system (LMS) by serving as an administrator—assigning courses, troubleshooting technical issues, assisting users, and updating course content under the guidance of the LMS manager.
- *Develops and update digital training content using tools such as Articulate, Canva, and PowerPoint.
- Performs other duties or assumes other responsibilities as apparent or assigned.
Minimum Qualifications
-
- Bachelor’s Degree in Human Resource Management, Education, Communications, Psychology, or a related field; or a minimum of four (4) years of experience in Training and Development.
- Minimum of four (4) years of training/instructor experience preferred.
- Experience in delivering training on HR compliance topics preferred.
- Experience with Learning Management Systems preferred.
- SHRM-CP, SHRM-SCP, HRCI or IPMA-HR certification preferred.
- Must possess a valid SC Driver’s license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.
