JOB PURPOSE: Seeking a highly skilled and experienced Project Officer III to join our dynamic department to provide research, complete reports, and assist with managing projects in the Community Development and Revitalization department.Projects in the department include, but are not limited to, the compilation of policy and procedures manuals; data research, analysis, interpretation, and presentation; digital file organization; oversight of new and existing department application programs; and website and marketing oversight.

DISTINGUISHING FEATURES OF CLASS:
The work is performed under the supervision and direction of the department head, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of related support personnel. The nature of work requires an employee in this class to establish and maintain effective working relationships with other County personnel and the public.
Hiring Range:$85,508 - $111,987 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS:

- Develop a schedule for department-wide programs and reporting tasks to ensure all deadlines are met, including a review period prior to execution or submission.
- Collects, manipulates, and gathers relevant data from various sources; and then cleans and structures it for analysis and reporting.
- Applies statistical methods to identify patterns, trends, and relationships within data sets.
- Thinks critically, evaluates data objectively, considers potential biases, and draws logical conclusions.
- Visualizes and presents complex data in easily understandable formats like graphs, charts, and dashboards to communicate insights effectively.
- Communicates clearly by explaining data analysis results to stakeholders, including technical and non-technical audiences.
- Participates in developing, implementing, and maintaining department procedures and software applications.
- Monitors all aspects of the department website, including design, content, functionality, and marketing strategies, to ensure it attracts and engages community stakeholders and the public.
- Acts as liaison between the County and other department administrators, elected or appointed officials, and local citizen groups.
- Attends meetings, conferences, workshops, and training sessions; reviews materials to become and remain current on the principles, practices, and new developments in assigned work areas.
- May be designated to report to work during hazardous weather or emergency conditions.
Minimum Qualifications

- Bachelor’s Degree from an accredited institution; and over ten (10) years of successful experience in project management and government systems or
- Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
- Strong analytical skills and problem-solving abilities, with the ability to discuss potential expansion opportunities.
- Exceptional verbal and written communication skills.
- Must be able to anticipate and mitigate problems before they arise and be able to visualize high-level and granular details. The ideal candidate is self-motivated, able to maintain confidentiality, and will always represent the County well.

- Principles and practices of County operations.

- Laws, regulations, practices, and procedures specific to the U.S. Treasury (ARPA) and U.S. Department of Housing and Urban Development grant awards to entitlement communities for supporting community development activities, including revitalizing neighborhoods, economic development, improving community facilities and services benefiting low- and moderate-income people.
- Software for creating visual content, such as Adobe Creative Suite, Canva, or other software.
- Search Engine Optimization.
