Description

Charleston County Emergency Management Department is looking for a Project Manager/Finance Manager. The person selected for this position supports the administrative duties of the Charleston County Emergency Management Department to include special/major projects and administers the purchasing, budget, and grant writing and maintenance.

HIRING SALARY RANGE: $56,680.00 to $78,686.40

OPEN UNTIL FILLED – APPLICATION REVIEW BEGINS IMMEDIATELY.

Duties and Responsibilities

  • Complete applications, documentation, and administration on the following grants.
    1. Targeted Violence and Terrorism Prevention (TVTP)
    2. Local Emergency Management Planning Grant (LEMPG)
    3. Supplemental LEMPG
    4. Port Security Grant
    5. State Homeland Security Grant
    6. Other grants upon availability
  • Communicate with Federal, State and Local partners on grant status and needs.
  • Find and submit for grants that align with department missions and goals.
  • Monitor, submit, and retain financial records per county policy.
  • Monitor the schedule of the Emergency Management Department to ensure responsibilities are adequately covered.
  • Serve as a point of contact for telephone and email inquiries during office hours.
  • Provide some tours of the Emergency Operations Center as needed.
  • During activations serve in the Emergency Operations Center, sometimes on nights, weekends and/or holidays. Position depending on qualifications.
  • Complete bi-weekly payroll and serve as the Department’s Human Resources Liaison
  • Under limited circumstances, respond to Emergency scenes (after stabilization) to support the department and CCEMD Duty Officer
  • Will serve as the Program Manager for the Emergency Management Accreditation Program (EMAP), training provided.

Minimum Qualifications

Associate degree or bachelor’s degree in a related field preferred and
1 year of experience in procurement and/or grant writing; or
Within 6 weeks of hire, must complete the following.
ICS 100, 200, 700, 800
Within 1 year of hire, must complete the following.
ICS 300
ICS 400
Must possess a valid South Driver’s License upon hire indicating a clean DMV record.

  • Current certification or ability to be credentialed by the Criminal Justice Information system within 3 months of hire.
