SERVICE PLANNER (Awendaw)
(Will consider a Service Planner Apprentice, Service Planner I or Service Planner II )
OBJECTIVES
A. To further develop the knowledge and skills necessary to perform the design of the Cooperative's electrical distribution lines and services in accordance with Rural Utilities Service (RUS) specifications, the National Electrical Safety Code (NESC) requirements and the Cooperative's specifications, policies and procedures.
B. To perform actual distribution design work and associated duties in an increasingly accurate and efficient manner, commensurate with the level of training and experience acquired, under the guidance or leadership of a District Line Superintendent, District Planning Supervisor, and/or Service Planner II.
C. To develop skills necessary to work with Cooperative members, developers and others in the acquisition of right-of-way easements for the Cooperative's lines and
services and begins acquiring easements under the guidance or leadership of a District Operations Manager, District Planning Supervisor, and/or Service Planner
D. To maintain a schedule of the projects assigned to him/her and to begin to take ownership of those projects throughout their life-cycle from initial contact, to design, to easement acquisition, to release for construction, to inventory to help ensure accurate and timely completion of projects.
REPORTING RELATIONSHIPS
A. Reports to: District Planning Supervisor or District Operations Manager
B. Supervises: None
POSITION SPECIFICATIONS
EDUCATION:
High School Diploma or equivalent is required. Training in Surveying, AutoCad, Beginner Distribution Line Design, Overhead Structure Design, Joint Use Staking, Unique Structures, Basic Electric Distribution System, Metering for Staking Personnel, the National Electric Safety Code (NESC) and human relations is required. Related experience at the Cooperative, another electric utility and/or an engineering consulting firm may be considered in lieu of education and/or training requirements.
EXPERIENCE:
Two (2) years as a Service Planner Apprentice or Distribution Design Apprentice, or equivalent experience with another electric utility or consultant is required. Must be in position a minimum of two (2) years and have completed and passed Intermediate and Advanced Distribution Line Designer Training, and all other specified training, to gain requisite skills and be eligible for promotion.
JOB KNOWLEDGE:
Must be knowledgeable with uniform system of accounts, RUS Specifications, National Electric Safety Code, OSHA, local and state codes. Must have effective working knowledge of Cooperative system and service area. Must have knowledge of various types of electrical equipment and how to put it to proper use. Must be familiar with the Cooperative's policies, procedures, rates and Service Rules and Regulations.
ABILITIES & SKILLS:
Must have ability to tactfully handle stressful or pressure contacts with members, developers, home builders and engineers. Must have both mathematical and electrical problem solving abilities. Must have ability to interpret civil, architectural, electrical load analysis and environmental drawings in order to identify potential conflicts. Must be able to use computers for correspondence and to efficiently operate the Cooperative's automated Distribution Design, GPS, AutoCad and mapping software. Must possess a valid South Carolina Driver's license. Must have the ability to use a transit, level, range finder and GPS instruments.
WORKING CONDITIONS:
Must be able to perform frequent physical activity including walking, stooping, bending, lifting up to 30 lbs., occasional lifting in excess of 30 lbs., climbing, kneeling, reaching, crawling, pushing and working in awkward positions and enclosed spaces. Must be physically able to work with a bush ax and chain saw. Primarily outside in various weather conditions including areas with rough terrain. Regular hours with some overtime required, some travel outside of system area may be necessary. Subject to irregular hours in adverse weather conditions during emergencies.
