Job Summary and Essential Functions

This position typically provides assistance in the directing of day to day operations of the department and staff supervision; directs foreman and crews of skilled and semiskilled workers performing duties in the installation, operations, maintenance and repair of the sewer collection systems; and deals courteously and effectively with fellow employees and citizens.
ESSENTIAL JOB FUNCTIONS:
- Answers and handles complaints received from the public.
- Coordinates activities with Engineering, Administration, Operations and Maintenance Departments.
- Plans, assigns and supervises the work of subordinates in accordance with project plans and specifications.
- Prepares annual budget request for wastewater collection system department.
- Estimates, requisitions and issues material and equipment.
- Inspects work while in progress and upon completion to ensure that it is performed in accordance with standards and specifications.
- Maintains time records and prepares progress reports.
- Assigns, supervises and reviews the activities of wastewater collection staff.
- Meets with department heads, managers, supervisors, vendors and others to solicit cooperation and resolve problems.
- Establishes work schedules and assignments for staff according to workload, space and equipment availability.
- Reviews invoices, work orders, consumption reports and demand forecasts to estimate peak delivery periods and issue work assignments.
- Reviews operational records and reports to project sales and determine profitability.
- Performs other duties as assigned.
Minimum Requirements to Perform Work

- High School diploma or equivalent;
- Five (5) years of experience in water, wastewater or similar field including two (2) years supervisory experience required;
- Must have and maintain a valid driver’s license for South Carolina with safe driving record;
Special Requirements:
- Must have and maintain a Class A Wastewater Collection System Operator license;
- Departmental testing may be administered during interview;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
Knowledge, Skills and Abilities:
- Knowledge of management techniques.
- Knowledge of principles, methods and standards of the designated trade areas.
- Knowledge of water and sewer hydraulics.
- Ability to use highly technical computer applications.
- Ability to use or repair medium equipment and machinery.
- Ability to supervise employees.
- Ability to establish policies and create and guide implementation of plans.
Physical Demands

This position requires the employee to reach with hands and arms; stand; use hands to handle, feel or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; and walk, talk and hear. The employee must frequently lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Conditions

The work is regularly performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Thirty-seven and one half (37.5) hours per week. Normal working hours are Monday through Thursday from 7:00 a.m. until 5:00 p.m. with the ability to work flexible hours when necessary. This position must be available for service calls outside of normal working hours. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
