Job Summary and Essential Functions

This position typically provides the troubleshooting, repairing and replacing of water meters, flex net components and other parts associated with the water meter; and installs and removes water meters and obtains reading.

ESSENTIAL JOB FUNCTIONS:

  • Installs, removes and turns on and off water meters.
  • Troubleshoots using a handheld computer all components of the water meter and associated Flex Net meter reading equipment.
  • Troubleshoots Flex Net Tower Gateway Base Stations.
  • Performs repairs and replacement of water meters and meter boxes.
  • Field tests meters and bench tests meters.
  • Performs flow and pressure test on meters and service lines to determine flow.
  • Reports to the appropriate departments any irregularities with meter, meter boxes, mains, valves, valve boxes, hydrants or any other problem on BCWS equipment or apparatus.
  • Obtains meter readings in extreme cold or heat temperatures depending on the season for the periods of more than six (6) hours in a day.
  • Operates a handheld computer, mobile data collector, a remote meter-reading device, two-way radio and a meter box finding equipment.
  • Maintains records and compiles reports as requested.
  • Investigates customer complaints of abnormally high water usage and leaks.
  • Investigates unauthorized use of water and tampering of water meters.
  • Works to resolve potential billing inaccuracies.
  • Performs after hours reconnects.
  • Performs monthly rereads.
  • Verifies customer inactivity.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • High School diploma or equivalent;
  • Two (2) years of experience in a construction, pipefitting, meter reading or utility environment;
  • Must have and maintain a valid driver's license for South Carolina with safe driving record;
Special Requirements:
  • Must be able to obtain a valid Class A CDL within nine (9) months of employment;
  • Must be able to obtain a Class D Water Distribution license within twenty-four (24) months of employment;
  • Serves "on-call" status on a rotating basis as well as after hours and weekends on an emergency basis.
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
  • This is a safety sensitive position and is subject to random drug and alcohol testing.
Knowledge, Skills and Abilities:
  • Ability to remain composed around dogs, cats, snakes, rodents, spiders and roaches.
  • Ability to receive detailed information through oral communication and to express or exchange ideas verbally.
  • Ability to perform routine task with small tools and equipment in the field as required to complete tasks.
  • Ability to work independently.
  • Ability to use small office equipment, computers and highly technical computer applications.
  • Ability to use or repair small and medium equipment and machinery.

Physical Demands

This position requires the employee to sit and use hands to handle, feel, finger, grasp or operate objects, tools or controls; reach, pull and push with hands and arms; balance, crawl, crouch, kneel and stoop; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to sixty (60) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Thirty-seven and one half (37.5) hours per week. Normal working hours are Monday through Thursday from 7:00 a.m. until 5:00 p.m. with the ability to work after hours when necessary. This position is subject to 24-hour on call. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
