Job Summary and Essential Functions

This position will provide administrative support for the Berkeley County One Cent Sales Tax Program, including performing complex administrative tasks; promoting inter-departmental workflow; and dealing courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

  • Provides administrative support for the department which requires an understanding of complex processes, data, and/or operations of department.
  • Prepare necessary correspondence, internal reports or materials, and regulatory reports.
  • Perform diversified administrative duties including preparing correspondence and reports, answering incoming telephone calls, taking messages, creating data files, copying and filing, data entry, and records management.
  • Receive inquiries from the public by letter, phone and in person and furnishes information and directs inquiries to the proper source.
  • Receive public inquiries and furnish information or direct public to the proper source.
  • Assist in follow-up of departmental project status including attending project meetings, preparing detailed meeting minutes, maintaining action item logs, coordinating follow-up with staff and updating departmental and project webpages.
  • Performs administrative duties including basic typing, scanning, creating files, filing, answering telephones, taking messages, copying, computer operation, data entry and review.
  • Maintain and organize official project records for the One Cent Sales Tax Program in accordance with South Carolina records retention schedules and County policy, including electronic and hard-copy files related to design, right-of-way, contracts, financial documentation, and construction.
  • Schedule appointments, meetings, and special events.
  • Conduct file research to complete/assist in accurate and timely responses to FOIA requests while adhering to all requirements of S.C. Code of Laws.
  • Updates supervisor of critical issues/events.
  • Provides detailed responses to requests for information; reviews and updates administrative procedures.
  • Assists the public by providing customer service.
  • Assists employees with clerical needs.
  • Coordinate work with other departments as needed to provide smooth workflow and exchange of information.
  • Orders, issues and maintains office supplies.
  • Prepares payroll timesheets digital.
  • Collects and submits payments.
  • Verify and process check requests, invoices, and payments for Right of Way and One Cent Sales Tax Projects.
  • Maintain invoices/payments spreadsheets to keep an organized flow of payments and reimbursements.
  • Assists in preparation and tracking of the yearly operating budget for One Cent Sales Tax department.
  • Prepares and sorts incoming and outgoing mail.
  • May attend and record minutes for various meetings.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • High School diploma or equivalent;
  • Four (4) years of related administrative experience;

Special Requirements:

  • Data Entry/Basic Skills score of 77 is required for this position;
  • Word score of 55 and Excel score of 50 required for this position;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:

  • Knowledge of personal computers, including Word and Excel.
  • Knowledge of additional software such as GIS, Visio, SharePoint, etc. preferred.
  • Skilled in clerical tasks including filing, customer service, math, data entry and correct grammar usage.
  • Skilled in the use of general office equipment.
  • Ability to accept payments.
  • Ability to manage inventory and property.

Physical Demands

This position requires the employee to sit and use hands to handle, feel, finger, grasp or operate objects, tools or controls; reach with hands and arms; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a relatively safe, secure and stable work environment. Thirty-seven and one half (37.5) hours per week. Normal operating hours are Monday through Friday 9:00am until 5:00pm with the ability to work flexible hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
