Job Summary and Essential Functions

Under general supervision, this position reports directly to the Sergeant of Community Action Team, in coordination with the Solid Waste Administrator from Water and Sanitation. This position is responsible for the coordination of code enforcement field operations, and duties required to maintain a program of enforcement of all Berkeley County regulations and state laws prohibiting litter. This position also provides general police work in the protection of life and property through the enforcement of laws and ordinances.
ESSENTIAL JOB FUNCTIONS:

  • Performs general police work in the protection of life and property through the enforcement of laws and ordinances in accordance with County policies and state and federal statutes and regulations.
  • Receives inquiries from the public by phone and in person, furnishes information, and directs inquiries to the proper parties.
  • Investigates violations of solid waste regulations such as scavenging solid waste facilities, illegal dumping, fires set in and around solid waste facilities, transporting waste in a vehicle without (a tarp), disposal of waste from other counties in Berkeley County's facilities; and disposal of commercial construction waste at County Convenience Centers.
  • Performs surveillance functions where necessary.
  • Exercises non-custodial arrest powers and issues citations and the uniform ordinance summons for violations of solid waste regulations and water and sewer regulations involving scavengers at County facilities and other offenses endangering persons and property including illegal dumping of hazardous waste or tampering with the public water supply
  • Inspects illegal dumpsites, gather evidence regarding persons responsible for illegal dumping, and require landowners to clean up illegal dumps that are a public nuisance or create a public health hazard.
  • Assists the Solid Waste billing department in locating customers, containers, etc.
  • Monitors traffic to and from the County’s facilities and enforces the posted speed limit at these facilities.
  • Receives complaints regarding solid waste and conducts investigations accordingly and performs other functions as requested.
  • Monitors the issuance of all Magistrate's summons and schedules hearing with the Magistrate Court.
  • Maintains required records of activities performed.
  • Prepares monthly reports and other reports as needed.
  • Assists the County Attorney in formulating code enforcement rules, regulations and ordinances.
  • Supervises clean-ups with personnel or private landowners personnel.
  • Performs damage assessment functions during times of natural emergencies.
  • Patrol convenience centers for contractors and out-of-county residents.
  • Participate in litter cleanups, outreach events, and conferences in conjunction with the Recycling Coordinator.
  • Questions individuals to confirm event details.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • High School diploma or equivalent;
  • Two (2) years of experience in law enforcement;
  • Must have and maintain a S.C. Criminal Justice Academy LE-1 certification;
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record;
Special Requirements:
  • Must be certified in the use and maintenance of a firearm;
  • Departmental testing will be administered during interview;
  • Initial testing consists of extensive background check, Nelson Denny, and then a polygraph test;
  • Upon successful completion of these tests, selected candidates will then proceed to the physical agility testing with an interview to follow;
  • Post offer drug testing, psychological exam, pre-placement physical and a functional evaluation capacity test will be required.
  • This is a safety sensitive position and is subject to random drug and alcohol testing.
  • This position is considered emergency essential and will be required to report to work during any declared emergency situation.
Knowledge, Skills and Abilities:
  • Knowledge of pertinent federal and state laws and County ordinances.

Physical Demands

This position requires the employee to sit, walk, stand, climb, crawl, crouch and stoop; use hands and fingers to handle, feel, finger and grasp objects such as weapons, handcuffs, etc.; reach, pull and push with hands and arms; kneel and bend at the waist; use mental acuity and repetitive motion; and walk, talk and hear. The employee must lift and carry up to seventy-five (75) pounds and move one hundred fifty (150) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Twelve (12) hour work schedule on assigned shift. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
