Job Summary and Essential Functions

This position typically performs basic administrative tasks; and deals courteously and effectively with fellow employees and citizens.
ESSENTIAL JOB FUNCTIONS:
- Provides administrative support for the department which requires an understanding of complex processes, data, and/or operations of the department.
- Administers all facets of the Absentee Voting Process, including but not limited to the following: Prepares Absentee by mail packets for delivery, maintains list of U.O.C.O.V.A. Voters and insures prompt delivery of their ballot, works with Absentee by mail vendor during all Countywide Elections, maintains security of returned voted ballots.
- Manages the process of inspecting, opening, and scanning of all optical scan Absentee ballots on Election Day.
- Prepares, maintains, and updates voter’s records.
- Manages the in-person Absentee Precinct which includes; qualifying voters to vote, enabling the voting process, and maintaining the security of the cast ballots.
- Coordinates the storage of all Absentee balloting records to be kept for the mandatory retention schedule.
- Manage Absentee Satellite Locations; to include recruitment of workers, training of workers, oversite of workers and locations, verification of nightly audits, etc.
- Answers telephones and responds to citizen questions in a professional and courteous manner.
- Processes all returned jury summons and cancelled voter registrations.
- Administer the registration of citizens during the voting process.
- Voter Registration Duties include: Processing new Voter Registration Applications, processing Voter Registration change requests, updating Voter Records, and filing Voter Registration Applications.
- Performs administrative duties including basic typing, scanning, creating files, filing, answering telephones, taking messages, copying, computer operation, data entry and review.
- Updates supervisor of critical issues/events.
- Assists employees with clerical needs.
- Takes precise messages and ensures prompt delivery to appropriate staff.
- Performs other duties as assigned.
Minimum Requirements to Perform Work

- High School diploma or equivalent;
- Two (2) years of related administrative experience;
- Must have or be able to obtain a certification by the State Election Commission within two (2) years of employment. Employee will be asked to resign or will be separated from employment if required certifications are not obtained and maintained throughout employment;
- Data Entry/Basic Skills score of 71 is required for this position;
- Word score of 45 and Excel score of 40 required for this position;
- Must be able to travel for State mandated training as required;
- Must be able to travel throughout Berkeley County to assist with voting on Election Days and Voter Education Events during non-election cycles;
- Departmental testing may be administered during interview;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
- Knowledge of personal computers, including Word and Excel.
- Skill in clerical tasks including filing, customer service, math, data entry and correct grammar usage.
- Skill in the use of general office equipment.
- Ability to analyze large amounts of data for revaluation process.
- Ability to manage inventory and property.
Physical Demands
This position requires the employee to sit and use hands to handle, feel, finger, grasp or operate objects, tools or controls; reach with hands and arms; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Conditions
The work is regularly performed in a relatively safe, secure and stable work environment. Thirty-seven and one half (37.5) hours per week. Normal operating hours are Monday through Friday 9:00am until 5:00pm with the ability to work flexible hours when necessary. Must be able to work additional hours in mornings and afternoons during election cycles. Must be able to attend County Council meetings. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
