Job Summary and Essential Functions

This position typically provides the appraisal of real property and maintenance of related records; inspects properties and records information; and deals courteously and effectively with fellow employees and citizens.
ESSENTIAL JOB FUNCTIONS:
- Appraises real property to determine fair market value for assessment purposes.
- Assists the Senior level and above in any job task as necessary or assigned.
- Records appraisal information on computer terminals.
- Researches recent sales information to confirm asking/sales prices in the area.
- Measures and appraises all appropriate structures within Berkeley County.
- Conducts field studies to determine depreciation/appreciation after remodeling, additions, rezoning or other economic influences.
- Plans and performs efficiently the daily work flow tasks under the direct supervision of the Residential Appraisal Supervisor (indirect supervision via Commercial Appraisal Supervisor, Principal or Senior) and may assist other commercial or residential appraisers in the field with collection of building construction data, land improvements and related matters affecting the valuation of real estate.
- Writes and submits appraisal and tax reports for properties in assigned area and assist Apprentice or Trainee appraisers as needed.
- Prepares written reports estimating residential property values, outlines methods used for value estimations and meets minimum appraisal standards.
- Catalogs data such as photographs, interior and exterior details of properties to maintain complete records.
- Substantiates findings and completes appraisal reports.
- Manages Mobile Home records for location and value.
- May apply Agricultural Use as needed.
- Checks building codes and zoning bylaws to determine any effects on the properties being appraised.
- Locates and appraises undeveloped areas for building sites based on evaluations of area market conditions.
- Establishes and maintains relationships with individual and business customers and provides assistance with assessment issues they may encounter.
- Processes rollbacks and tax bill adjustments.
- Performs general office duties including indexing, filing, checking and verifying records.
- Performs other duties as assigned.
Minimum Requirements to Perform Work

Appraiser Apprentice:
- High School diploma or equivalent;
- Associates degree or higher preferred;
- Six (6) months of general work experience;
- SC Real Estate Appraiser’s Apprentice License must be obtained within six (6) months of employment passing 75 classroom hours (QE1, QE2, QE3);
- Must upgrade to an Appraiser License within five (5) years of employment;
- High school diploma or equivalent required; Associate degree preferred;
- Two (2) years of related work experience;
- Must have and maintain a valid SC Real Estate Appraiser’s License throughout employment;
- Associates degree or a minimum of 30 college semester hours in specified coursework.
- Four (4) years of related appraisal experience; Government appraisal experience preferred;
- Must have and maintain a valid SC Real Estate Appraiser’s Certified Residential License or Certified Residential Mass Appraiser License throughout employment;
- Must have and maintain a valid driver’s license for South Carolina with safe driving record;
- Departmental testing may be administered during interview;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
- Knowledge of Word and Excel.
- Knowledge of Appraisal software applications including Patriot, AS400 and URAR.
- Ability to make arithmetical computations with speed and accuracy.
- Ability to stay organized and detail oriented and multi-task.
- Ability to understand laws pertaining to appraisals.
- Ability to analyze large amounts of data for revaluation.

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Thirty-seven and one half (37.5) hours per week. Normal operating hours are Monday through Friday from 8:00am to 5:00pm with the ability to work flexible hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
