Job Summary and Essential Functions

This position will assist in day to day as well as long range department operations including direct staff supervision, budget preparation, employee reviews, project development and reassessment as governed by South Carolina State laws and regulations.

ESSENTIAL JOB FUNCTIONS:

  • Direct management of the residential appraisers in establishing market, taxable and special values of all residential real property for ad valorem tax purposes.
  • Will assume management oversight of all appraisal functions in the absence of the Assessor.
  • Must monitor all appraisal and administrative tasks performed by residential appraisal staff.
  • Trains new residential appraisers and coaches/mentors the development of existing staff.
  • Develops and tests residential computer models to produce mass appraisal residential property values via the income, sales comparison, and cost approaches.
  • Manages both external and internal inquiries regarding office procedures and functions.
  • Monitors productivity standards as required by established office procedures and SC statute.
  • Ensures that office and legal deadlines are met.
  • Reviews residential appeals and may assist with commercial appeals as needed for litigation purposes.
  • Completes employee performance evaluations.
  • Project manager for all damage assessment requirements to include staff preparedness.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor’s Degree in Real Estate, Economics or related field preferred;
  • Five (5) years of related residential property appraisal experience;
  • Three (3) years of management/supervisory experience preferred;
  • Or equivalent education, and/or experience;
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record.
  • Must have and maintain a valid SC Real Estate Appraisal Board Certified Residential or Certified Residential Mass Appraisal License throughout employment; Certified General or Certified General Mass Appraisal License preferred.

Special Requirements:

  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:

  • Knowledge of personal computers, including Word and Excel.
  • Knowledge of Appraisal software applications including Patriot, AS400 and URAR.
  • Ability to establish effective supervisory relationships.
  • Ability to stay organized and detail oriented and multi-task.
  • Ability to understand laws pertaining to appraisals.
  • Ability to analyze large amounts of data for revaluation.
  • Ability to manage the budget.

Physical Demands

This position requires the employee to sit and use hands to handle, feel, finger, grasp or operate objects, tools or controls; reach, pull and push with hands and arms; crouch, kneel or stoop; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Normal operating hours are Monday through Friday from 8:00am to 5:00pm with the ability to work flexible hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
