Job Summary and Essential Functions

This position typically provides completion of assigned responsibilities that will provide stewardship for Berkeley County’s land, water and other natural resources and enhance the quality of life for the citizens of the County; establishes a positive working relationship with elected and appointed officials, development allies and other partners within the County; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

  • Under the direction of the Parks and Recreation Director, develops and administers programs for the Berkeley Soil and Water Conservation District that include natural resources conservation such as sediment and erosion control, stormwater management, water quality protection, land use planning, forestry and wildlife management, wetland management and farming issues including development of new programs promoting local agricultural production as directed by the Community Services Director and Board of Commissioners for the BSWCD.
  • Serves as the lead staff member for the Berkeley Soil and Water Conservation District (BSWCD) and provides support as needed.
  • Assists with annual budget.
  • Implements and maintains the Berkeley Bees program.
  • Assists with the Development and management of public relations program for BSWCD including media outreach.
  • Promotes natural resources conservation and programs of the BSWCD through media, presentations and other public outreach.
  • Provides education, outreach and promotion for outdoor recreation, nature-based tourism and other program areas as directed by the Parks and Recreation Director and Board of Commissioners.
  • Represents the BSWCD on the Berkeley GIS Consortium.
  • Provides leadership and representation for the BSWCD on various boards, committees and task forces as required.
  • Provides assistance to conservation district board regarding natural resource issues and legislation.
  • Coordinates projects among natural resources agencies and local governments.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor’s degree in Agricultural Science, Communication or closely related field.
  • Two (2) years related experience;
  • Or an equivalent combination of education and experience required;
Special Requirements:
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
Knowledge, Skills and Abilities:
  • Knowledge and experience in Soil and Water Conservation District duties, responsibilities and operations are highly desirable.
  • Skill in interpersonal, written and verbal communication.
  • Skill in organization, detail orientation and multi-tasking.
  • Skill in using personal computers including Word and Excel.
  • Skill in the operation of all basic office equipment.
  • Ability to work with the local community is required.

Physical Demands

This position requires the employee to sit and use hands to handle or operate objects, tools or controls; reach with hands and arms; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Thirty-seven and one half (37.5) hours per week. Normal working hours are Monday through Friday from 8:00 a.m. until 5:00 p.m. with the ability to work after hours when necessary. Must be able to attend various evening meetings (including Council) as requested. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
