Job Summary and Essential Functions

This position typically provides planning, coordination and direction of the workload and effort of staff engineers; supervises the administration and coordination of the technical work of all staff engineers on assigned projects; reviews projects designed in-house, plans and specifications for projects designed by others; inspects and observes construction activities and projects for compliance with contract requirements; and deals courteously and effectively with fellow employees and citizens.
ESSENTIAL JOB FUNCTIONS:
- Supervises, directs and evaluates staff engineers assigned to the engineering department.
- Reviews projects designed by consulting engineering firms.
- Reviews private development plans.
- Coordinates engineering design with BCWS Operations.
- Observes and inspects construction activities and projects for compliance with contract requirements and BCWS standards.
- Serves as County representative on capital projects, prepares design contract scope and consultant fee estimate and participates in consultant selection, fee negotiations, orientation and instructions acting as liaison and project coordinator.
- Checks and reports on consultant design progress.
- Verifies full contractual completion, evaluates performance, and reviews and recommends payment.
- Reviews shop drawings and manufacturer’s catalog data submitted and drafts replies and inspects and observes construction activities for compliance with contract requirements.
- Ensures that all required project permits, approvals and contract requirements have been received, complied with, and documented.
- Consults with other departments on civil engineering matters regarding construction, operations or maintenance.
- Evaluates problems, develops and implements solutions, and makes independent decisions.
- Assists the Engineering Manager with Economic Development prospects.
- Assists the Engineering Manager with the management of the Water and Wastewater Master Plans, cMOM and hydraulic models of the water and wastewater systems.
- Assists the Engineering Manager with the management of the department budgets and Capital Improvement Program budgets.
- Maintains time records and prepares progress reports.
- Answers and handles complaints received from the general public.
- Attends and presents at County Council and project coordination meetings.
- Reports any observed discharges or potential discharges of pollutants (gas, liquid or solids) from any County owned or near any County owned facility to management.
- Complies with any task specific Environment Management System Standard Operating Procedures.
- Performs other duties as assigned.
Minimum Requirements to Perform Work

- Bachelor’s degree in Civil Engineering or closely related field;
- Seven (7) years of related engineering experience required;
- Three (3) years of supervisory experience required;
- Or equivalent education and/or experience.
Special Requirements:
- SC Professional Engineering (PE) license preferred;
- Engineering software application experience, such as AutoCAD, and GIS, preferred;
- Departmental testing may be administered during interview;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
- Must have and maintain a valid driver’s license for South Carolina with a safe driving record.
Knowledge, Skills and Abilities:
- Knowledge of civil engineering concepts, principles and practices
- Knowledge of environmental rules and regulations on the State and federal level for wastewater, potable water and solid waste relating to treatment, transportation and disposal.
- Skill in using network computer systems and advanced personal computers including Word and Excel programs.
- Excellent written and oral communication skills.
- Ability to deal with the public to include handling potential difficult customers and volatile situations.
- Ability to manage grant funds.
- Ability to make budget recommendations and perform budget management.
- Ability to create plans for and guide implementation of major construction projects.

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Thirty-seven and one half (37.5) hours per week. Normal operating hours are Monday through Friday 8:00 a.m. until 4:00 p.m., with the ability to work flexible hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
