Job Summary and Essential Functions

This position typically performs complex civil engineering tasks, including design and management of projects, review of plans and specifications, along with inspection and observation of construction activities to ensure compliance; and deals courteously and effectively with fellow employees and citizens.
 
ESSENTIAL JOB FUNCTIONS: 

  • Reviews plats and plans submitted in connection with commercial development, industrial development, and new subdivisions for compliance with Berkeley County requirements.
  • Confers with engineering firms, developers, contractors, and regulatory agencies pertaining to the review and approval of projects in Berkeley County.
  • Reviews and research plats and legal documents related to land ownership, property details, easements, and rights of way.
  • Review of plans and specifications for projects designed by others, review of shop drawings and other submittals for compliance with contract requirements and County standard specifications.
  • Assists in implementing the County's stormwater management program.
  • Manages design and construction of County in-house projects.
  • Reviews in-house projects designed by architectural and engineering (A/E) firms.
  • Prepares and reviews reports, plans, specifications, and cost estimates for County projects.
  • Investigates citizen requests or inquiries concerning conditions of roadways, drainage systems, etc.
  • Observes and inspects construction activities and projects for compliance with County requirements.
  • Prioritizes and schedules tasks to meet County commitments.
  • May provide consultation to other departments on civil engineering matters. 
  • May manage engineering consultants, providing guidance on design issues during project development and construction.
  • May supervise and/or train staff members.
  • Performs other duties as assigned.
Minimum Requirements to Perform Work
  • Bachelor’s Degree in Civil Engineering or a related field from an ABET accredited university;
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record;
ENGINEER 1: (GRADE 122)
  • Two (2) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
ENGINEER 2: (GRADE 123)
  • Master’s Degree in Civil Engineering preferred;
  • Four (4) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • EIT registration required;
  • Experience with South Carolina National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from construction activities preferred;
  • Roadway construction experience desirable;
SENIOR ENGINEER: (GRADE 124)
  • Master’s Degree in Civil Engineering preferred;
  • Six (6) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • Professional Engineer (PE) registration in the State of South Carolina required;
  • Experience with South Carolina National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from construction activities required;
  • Roadway construction experience required;
SPECIAL REQUIREMENTS: 
  • CAD training required;
  • GIS, InfoWater, and AutoCAD Civil 3D knowledge a plus;
  • Departmental testing may be administered during interview;  
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file. 
KNOWLEDGE, SKILLS AND ABILITIES: 
  • Knowledge of civil engineering concepts, principles and practices.
  • Knowledge of personal computers, including Word and Excel, and highly technical computer applications. 
  • Knowledge of environmental rules and regulations on the State and federal level for stormwater discharges related to construction activities. 
  • Skill in communicating effectively; both oral and written.
  • Ability to compose and prepare accurate reports, records and correspondence.
  • Ability to prepare purchase orders and manage grant funds.
  • Ability to manage inventory and property.
  • Ability to make budget recommendations.
  • Ability to create and guide implementation plans.
Physical Demands

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.  

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 8:00 a.m. to 4:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.
