Job Summary and Essential Functions

Under moderate supervision, this position typically performs complex civil engineering tasks, including design and management of projects, review of plans and specifications, along with inspection and observation of construction activities to ensure compliance; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

  • Oversees all aspects of projects designed in-house.
  • Reviews projects designed by architectural and engineering firms.
  • Reviews shop drawings and other submittals for compliance with contract requirements, BCWS standard specifications and BCWS detail drawings.
  • Observes and inspects construction activities and projects for compliance with contract requirements.
  • Serves as representative on projects, prepares design contract scope and fee estimate and participates in selection, fee negotiations, orientation and instructions acting as liaison and coordinator.
  • Checks and reports on design progress.
  • Makes preliminary and final checks on construction projects for adherence to contract scope.
  • Verifies full contractual completion, evaluates performance and reviews and recommends payment.
  • Consults with other departments on civil engineering matters regarding construction, operations or maintenance.
  • Prepares and reviews reports, plans, specifications and cost estimates.
  • Prioritizes and schedules tasks to meet County commitments.
  • Researches legal documents related to land ownership and property details.
  • Performs capital improvements.
  • Reviews plats and plans submitted in connection with commercial development, industrial development and new subdivisions for compliance with Berkeley County requirements.
  • Meets with citizens to discuss proposed improvements to parcels and ensures they conform to County requirements.
  • Assist in implementing the cMOM program.
  • Investigates citizen complaints concerning conditions of roadways, drainage systems, etc.
  • May provide consultation to other departments on civil engineering matters.
  • May confer with engineering firms, developers, contractors, and regulatory agencies pertaining to the review and approval of projects in Berkeley County.
  • May manage engineering consultants, providing guidance on design issues during project development and construction.
  • May supervise and/or train staff members.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor’s Degree in Civil Engineering from an ABET accredited university;
  • Must have and maintain a valid driver’s license for South Carolina with safe driving record;
ENGINEER: (122)
  • Two (2) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
ENGINEER 2: (123)
  • Master’s Degree in Civil Engineering preferred;
  • Four (4) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • EIT registration required;
  • Water and wastewater design and construction experience desired;
SENIOR ENGINEER: (124)
  • Master’s Degree in Civil Engineering preferred;
  • Six (6) years of related engineering experience required;
  • Or equivalent combination of experience, training, or advanced education may be accepted;
  • Professional Engineer (PE) registration in the State of South Carolina required;
  • Water and wastewater design and construction experience required;
SPECIAL REQUIREMENTS:
  • AutoCAD training required;
  • GIS, InfoWater, and AutoCAD Civil 3D knowledge a plus;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of personal computers, including Word and Excel and highly technical computer applications.
  • Knowledge of civil engineering concepts, principles and practices, as well as knowledge of environmental rules and regulations on the state and federal level for wastewater, potable water and solid waste relating to treatment, transportation and disposal.
  • Knowledge of architecture, structural, electrical and mechanical engineering.
  • Ability to compose and prepare accurate reports, records and correspondence.
  • Excellent written and oral communication skills.
  • Ability to work independently as well as collaborate effectively with co-workers.
  • Ability to deal with the public to include handling potentially difficult customers and volatile situations.

Physical Demands

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 8:00 a.m. to 4:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.
